The labor market in Ukraine is showing unexpected dynamics: the highest salaries in 2026 are offered not only to IT giants and top managers but also to niche technical specialists. Employers are ready to pay up to 170,000 UAH per month for specific competencies that are becoming scarce against the backdrop of economic recovery.

Data from the State Employment Service, published by RBC-Ukraine, paints a picture of a radical shift in wage priorities. During the first four months of the year, nearly 180,000 job offers were posted on the Unified Job Portal across 5,400 professions. The spread in salary expectations is huge — ranging from the minimum threshold to record sums.

### Who earns the most

The leader of the ranking of high-paying professions is the radio frequency control operator. The average salary for this position reaches 170,000 UAH. This is a highly specialized role: the specialist is responsible for monitoring the use of the radio frequency spectrum, identifying sources of illegal radio emissions, and ensuring compliance with radio communication rules. In the context of telecommunications development and security, such personnel are becoming a strategic resource.

In second place is the Production Director with an average salary of 125,000 UAH. This is a classic executive position requiring competencies in managing the entire production cycle — from raw material procurement to bringing finished products to market.

However, it is in this same price category, around 125,000 UAH, that high-voltage electricians are found. Workers in this profession are engaged in the installation and maintenance of complex equipment: drilling rigs, communication towers, and power lines. The fact that blue-collar jobs compete in pay with top management indicates a critical shortage of qualified personnel in the energy and industrial sectors.

The top 5 also includes:

    - **Software Development and Testing Specialist** (around 110,000 UAH). Despite high competition in IT, qualified developers continue to be in demand.

    - **Technical Manager** (105,000 UAH). Managing production units requires deep engineering knowledge and management experience.

Thus, a significant portion of vacancies with the maximum budget is concentrated in industry, energy, and technical fields.

### Professions with minimum pay

While technical specialists receive premium offers, other sectors are experiencing downward pressure on wages. The State Employment Service noted professions with the lowest salary offers.

Employers are least willing to pay photographers, whom statistics classify as workers in the field of precise crafts. A low level of pay is also recorded for projection and sound equipment operators. These specialists work in cinemas, concert halls, and conference venues, responsible for the technical support of events, but their labor is not yet highly valued by the market.

### Staff shortage and the future of the market

The State Employment Service states that the labor market continues to suffer from an acute shortage of staff, especially in technical and blue-collar professions. This is forcing employers to raise wages in an attempt to attract and retain qualified workers. Without decent pay, competition for specialists becomes a losing proposition for business.

Experts predict that post-war reconstruction will exacerbate the situation. The biggest labor shortage is expected in the construction sector due to the massive need for infrastructure restoration. Demographer Ella Libanova warns that the country may not have enough of its own labor resources. In this regard, key factors will be retaining Ukrainians from emigrating, encouraging citizens to return from abroad, and conducting a balanced immigration policy.

Alongside economic factors, non-material aspects continue to influence a candidate's success. As previously noted in RBC-Ukraine, appearance and first impressions play an important role: employers subconsciously evaluate candidates based on neatness and style, and a well-groomed image can help secure a better financial offer.
