# Railway tariffs in Ukraine: why some ticket prices have remained unchanged since 2021 while others are rising

Passengers of the Ukrainian railways often wonder: why does the cost of travel remain stable for years, yet prices for tickets in comfortable carriages can change? Ukrzaliznytsia has provided detailed explanations regarding the formation of tariffs and the role of the state in this process.

### State price regulation

The key factor determining the cost of a train ticket in Ukraine is legislation. The railway company does not have the right to independently change tariffs for passenger transport. According to current regulations, prices are set by the Ministry of Communities and Territories Development of Ukraine in coordination with the Ministry of Economy.

This is why the cost of tickets in compartment and open-plan carriages, as well as in the second class of Intercity trains, has remained unchanged since 2021. Ukrzaliznytsia emphasizes that these tariffs are socially oriented. The state intentionally maintains the accessibility of railway transport, especially for residents of frontline regions, where the need for movement remains critically high.

### Dynamic pricing in the premium segment

The situation changes when it comes to the premium level of comfort. Since 2026, Ukraine has implemented a dynamic pricing mechanism for SV (luxury) carriages and first-class Intercity trains. This is a global practice used by both railway operators and airlines or taxi services.

The ticket price in these categories is formed under the influence of four key factors:

    - Seasonality of demand;

    - Day of the week;

    - Time of ticket purchase;

    - Train occupancy.

This model allows for flexible demand management and offers lower prices for early booking or during periods of low occupancy.

### Funding issues and the PSO model

An important aspect of the railway industry's operation is the issue of funding. Ukrzaliznytsia noted that Ukraine is striving to transition to a full PSO (Public Service Obligation) model, which is a standard in European Union countries.

Under this model, the state takes on the compensation for losses from passenger transport and finances infrastructure development. Currently, this mechanism is only partially implemented in Ukraine. As a result, the company is forced to cover expenses for maintaining tracks and stations from the income of freight transport. A full transition to the European model will allow for the separation of passenger and freight transport funding, ensuring the stability of the entire railway system.
