# Raising the age of consent to 21: A petition to protect youth launched in Ukraine

A debate is unfolding in Ukrainian society regarding the need to review legislative norms concerning the age of majority. An initiative has appeared on the official e-petition portal of the Cabinet of Ministers of Ukraine, proposing to raise the age of sexual consent and civil capacity to 21 years.

### Initiative by Anastasia Krupskaya

The author of the appeal, registered under number 41/010223-26ep, is Anastasia Alexandrovna Krupskaya. The document was published on July 1, 2026. The text of the petition contains a call for the government to consider the possibility of amending current legislation.

According to current rules, the age of majority in Ukraine is reached at 18. However, the initiators of the campaign believe that this period is insufficient for the full protection of young people from external pressure. As of the evening of July 1, the document had gathered 226 signatures. To be mandatory for government consideration, 25,000 votes are required, and the authors have 92 days remaining to reach this goal.

### Argumentation: Neurobiology and Psychology

The basis for the proposal to raise the age limit is data from modern scientific research. The petition states that, despite formally acquiring civil rights at 18, many young people remain vulnerable to psychological pressure, manipulation, and exploitation by older individuals.

Krupskaya cites neurobiological data, according to which the full formation of brain regions responsible for self-control, risk assessment, long-term planning, and making balanced decisions often concludes only by the age of 20–25. The author of the initiative emphasizes that recent high-profile criminal cases involving sexual violence and the exploitation of the vulnerable position of youth confirm the relevance of the issue.

### Goals and Implementation Stages

The document clearly states that the goal of the petition is not to restrict citizens' rights. On the contrary, the initiators insist on the need to strengthen the protection of youth. To this end, they propose:

    - Raising the age of majority to 21 years.

    - Raising the age of sexual consent to 21 years.

Before proceeding with legislative changes, the authors ask the Cabinet of Ministers to conduct a broad public discussion. In this process, it is proposed to involve experts in the fields of law, psychology, and pedagogy, as well as representatives of youth organizations and human rights defenders.

Previously, society raised questions related to passport issuance for children, as well as discussions about restoring the "nationality" field in documents and the need to replace Soviet-style birth certificates.
