Germany is facing a situation that threatens Berlin's ambitious plans to build a powerful army. Statistics show a rapid increase in the number of young men officially refusing military service on moral and religious grounds. This trend is unfolding against the backdrop of the government's attempts to revitalize the armed forces to counter threats from Russia.

### Explosive Growth in Conscientious Objectors

The numbers speak for themselves: in the first half of 2026 alone, the number of applications for conscientious objection exceeded the figures for the entire previous year. The Federal Office for Family Affairs has already registered 5,862 such requests. Citizens are actively exercising their constitutional right, which guarantees that no one can be forced against their conscience to perform military service involving the use of weapons.

Experts link this surge in activity to global instability and the fear of potential mobilization. Many perceive the government's current steps as preparation for actual combat operations and are acting in advance by submitting documents for conscientious objector status. Among the citizens' main concerns is the possibility of participating in peacekeeping missions or operations in hot spots.

### Pistorius's Plan and the Threat of Conscription Return

Although there is officially no active conscription in Germany, the government is trying to make up for the shortage of personnel. Defense Minister Boris Pistorius proposed a new system that could be called "simplified conscription." According to the plan, every German at the age of 18 must fill out a questionnaire confirming their readiness for service and undergo a medical examination. Women are involved in this process on a strictly voluntary basis.

The current strength of the Bundeswehr is about 186,000 active soldiers, which the authorities consider insufficient. Berlin's goal is to recruit 260,000 volunteers by 2035. However, if Pistorius's plan fails, the country may return to mandatory conscription, which was suspended back in 2011.

### Decision by July

Thomas Rebeccamp, head of the Bundestag's defense committee, stated directly that the authorities would be forced to reintroduce conscription if voluntary recruitment does not yield the desired results. A final decision on this issue must be made by July 31 of next year.

This recruitment crisis is occurring against the backdrop of the adoption of the country's first-ever national military strategy, in which Russia is officially named the main threat to European security. Thus, internal social processes in Germany directly affect the implementation of defense plans amid escalating geopolitical tensions.
