# Soldiers at the Frontline to Receive up to 400,000 Hryvnias: Details of the Ministry of Defense Reform Revealed

The Ukrainian army is on the brink of major changes. Defense Minister Mykhailo Fedorov has already presented key elements of the new service system to MPs. This is not just about adjustments but a fundamental review of the principles of motivation and personnel rotation, which has been in place since 2022.

### Financial Revolution: From Basic Allowance to Combat Bonuses

The central element of the reform is the revision of monetary allowances. The Ministry of Defense proposes raising the basic rate for military personnel from 20,000 to 30,000 hryvnias. However, for soldiers in active combat zones, much more substantial amounts are provided. Maximum income can reach 400,000 hryvnias.

The payment mechanism is built on a transparent system: each day of performing combat tasks is paid separately. Depending on the complexity of the mission, a soldier can expect an additional payment ranging from 20,000 to 40,000 hryvnias per day. This decision aims to make service at the front not only honorable but also financially attractive.

### New Contract System and Clear Terms

In addition to money, the department is developing a new contract model that will be available to both volunteers and mobilized personnel. The main innovation is the introduction of clear timeframes. For certain categories of military personnel, the contract term will be up to two years.

After completing the contract, soldiers will have the right to rest, the duration of which is currently under discussion. Special conditions are provided for the wounded: their contract term will be shortened taking into account their health status. There are also plans to revise the allowances for the senior command staff—from brigade commanders to the Commander-in-Chief.

### Stages of Implementation

It is important to understand that the current concept does not affect the mobilization process and the work of the Territorial Recruitment Centers (TRC). These issues will be announced to MPs in mid-June. Currently, the Ministry of Defense team is finalizing the presentation of their proposals to the relevant committee and parliamentary factions. The reform, announced by President Volodymyr Zelenskyy, will start this month, promising a fair salary model and clear rotation logic.
