An important innovation is the introduction of a financial independence mechanism for orphaned children with disabilities. Payments will be transferred to personal accounts, and upon reaching the age of 14, the child will be able to independently manage the accumulated funds to start an independent life. Alongside financial measures, a combined social service of early intervention is being implemented. For families with children from birth to four years old, specialists will work to assist in social, educational, and medical adaptation, teaching parents skills for caring for and developing the child.

### Support for Adults with Childhood Disabilities

The bill is not limited to children only. From 2027, for five years, the state will finance increased payments for adults with disabilities acquired in childhood. For subgroup A, the allowance will be a minimum of 8,000 hryvnias, and for subgroup B — 4,000 hryvnias. Single people with Group II or III disabilities requiring constant care will receive an allowance of at least 3,000 hryvnias. These measures are designed to ensure a decent quality of life and reduce the burden on social services and relatives.
