A new wave of speculation regarding personnel appointments in the security structures has erupted in Ukraine's information space. This time, the focus is on the Zakarpattia Regional Territorial Center for Recruitment and Social Support (TCC). Various media platforms and Telegram channels actively discussed the news that the new head of the agency was Colonel of the Armed Forces of Ukraine, Dmytro Lysiuk. However, as it turned out, this information is not true.

Representatives of the relevant agency promptly issued an official denial. The statement emphasizes that information about Lysiuk's appointment as the head of the regional TCC is false. The center's leadership urged citizens and journalists not to panic and to verify information exclusively through official sources, especially under martial law.

Why did rumors about the appointment of this specific officer cause such a resonance? The answer lies in the complex biography of Dmytro Lysiuk, which includes both heroic pages of service and serious legal conflicts.

### Shadow of the Past: From Criminal Cases to the Tragedy in Zaporizhzhia

Dmytro Lysiuk is a figure known in the Ukrainian media space even before the start of the full-scale war. His name already appeared in court materials from 2019. At that time, as the commander of the battalion of the 10th Separate Mountain Assault Brigade, he was held accountable for smuggling. It concerned the illegal movement of excise goods — cigarettes — across the line of demarcation in the Luhansk region. The trial ended with a plea bargain, and the punishment was limited to a fine of 119,000 hryvnias.

However, it was the events of the war that became the most severe test for Lysiuk and the cause of close attention from law enforcement agencies. The colonel held the post of commander of the 128th Separate Mountain Assault Brigade of the Armed Forces of Ukraine. During this period, on November 3, 2023, a tragedy occurred in one of the frontline settlements of the Zaporizhzhia region.

The Russian Armed Forces launched a missile strike on the location where the brigade's personnel were gathered. The soldiers were preparing for a solemn event at that moment. As a result of the attack, 19 servicemen were killed, and more than 50 people were injured with varying degrees of severity. In response to the incident, the State Bureau of Investigation (SBI) of Ukraine initiated a criminal case.

### Legal Status and Procedural Nuances

Currently, procedural actions are continuing regarding the case of the soldiers' deaths in the Zaporizhzhia region. Part 4 of Article 425 of the Criminal Code of Ukraine is charged — negligence in military service under martial law. It is important to note that according to Article 62 of the Constitution of Ukraine and the norms of criminal procedural legislation, any person is considered innocent until their guilt is proven in a legal manner and a guilty verdict of the court comes into force.

Nevertheless, the existence of an active criminal case against an officer makes his appointment to a leadership position in the TCC structure extremely unlikely. Personnel changes in the Ministry of Defense and the General Staff of the Armed Forces of Ukraine are regulated by strict procedures, including comprehensive checks. Appointing a person under investigation or with a criminal record to a post requiring an impeccable reputation and public trust contradicts the logic of the security system's work.

Thus, rumors about a change in leadership at the Zakarpattia TCC turned out to be just information noise. The official position of the agency remains unchanged: the personnel composition of the leadership has not changed, and any statements about appointments must be confirmed by documents, not retellings in messengers.
