The Russian government has made a strategic decision to revise its export policy regarding petroleum products. Russian Deputy Prime Minister Alexander Novak officially confirmed that the ban on gasoline exports will be extended for all producers until the end of 2026. This decision was announced during a meeting of the relevant task force and is aimed at stabilizing the domestic market, which faced serious supply disruptions during the summer.

### Gasoline Under Ban, Diesel for Export

A key aspect of the new strategy is a differentiated approach to various types of fuel. While gasoline remains under a strict embargo, restrictions on diesel fuel exports are planned to be lifted. According to government representatives, this step is necessary to prevent a surplus of products at oil refineries (ORs) and to reduce processing volumes.

The Russian government argues that the decision is necessary to ensure full capacity utilization of the plants. The logic of the officials is simple: after meeting domestic needs, it is critical to send diesel surpluses for export. Initially, the restrictions introduced in the summer were supposed to last only until July 31, but the crisis situation required more long-term measures.

### Logistical Collapse and Hidden Deficit

The reason for introducing strict restrictions was regular disruptions in fuel supplies that arose during the summer period. The official version of the authorities boils down to changes in logistics. To curb price increases and shortages, a temporary ban on gasoline and diesel exports was introduced.

However, experts and intelligence data point to deeper problems. Ukrainian intelligence notes that the Kremlin is trying to create an illusion of stability by hiding the real scale of the fuel crisis. The official rhetoric about "improving the situation" is increasingly diverging from actual indicators: behind the facade of statements lie shortages, falling production, and a rapid increase in fuel prices.

### A Hard Choice: Moscow vs. Regions

Constant attacks on oil refineries have forced Moscow to make a hard choice. The government's strategy boils down to ensuring the capital's supply at the expense of other regions. In fact, Russia is saving Moscow from a gasoline shortage by sacrificing the supply of the periphery.

The situation has reached a critical point where one of the world's largest energy exporters is forced to purchase diesel fuel on external markets. This has become possible due to a sharp decline in domestic refining, making Russia not only a market regulator but also a dependent participant.
