A clear understanding of the adversary's strategy has emerged within the Ukrainian political establishment in the event of a decrease in the intensity of combat operations. Sources for RBC-Ukraine in the presidential entourage and government bodies have revealed details of the Russian plan, which could be activated in the event of a 'freeze' of the conflict or a transition to positional warfare without massive missile strikes.

### Strategy through elections and fragmentation

According to sources, a key element of Russia's strategy is pushing Ukraine to hold elections. Moscow's goal is to provoke internal political fragmentation that will lead to the weakening of the state. It is precisely under conditions of such instability that Russia plans to achieve its geopolitical goals, using both political pressure methods and the possibility of resuming full-scale war.

"Their plan is to push for elections, internal political fragmentation of Ukraine, through this to weakening, and then to achieving all the same goals of Russia — by political means or by resuming full-scale war. But under conditions of significant internal weakening and fragmentation of Ukraine," stated one of the publication's interlocutors.

### The danger of 'acceptable' demands

Experts and officials note that the implementation of this scenario could take place through manipulations in the humanitarian sphere. Some demands from the Russian Federation may appear logical and acceptable to Western partners — the USA and European countries. However, within Ukraine, such conditions could provoke sharp outrage and division in society.

According to sources, such 'shaking up' of society will also play into Moscow's hands, intensifying destabilization. Nevertheless, government representatives believe that for now, this remains a distant prospect.

"If we have to believe in something, then now is a good moment to believe — the dynamics are beginning to take shape in our favor," summarizes another source in the government.

### Kyiv's position and the international context

The question of holding elections in Ukraine remains one of the most sensitive items on the negotiation agenda. President Volodymyr Zelenskyy has repeatedly emphasized that holding a vote under martial law is impossible. This position was officially confirmed by the Verkhovna Rada as well.

At the same time, the immediate holding of elections features as one of the points in the 20-point peace plan worked out by Ukrainian-American negotiators. The Central Election Commission previously noted that a period of about six months is necessary for quality preparation for voting.
