Major personnel changes are brewing within the Ukrainian political elite. The central event is the possible appointment of the Secretary of the National Security and Defense Council (NSDC), Rustem Umerov, to the post of Head of the Foreign Intelligence Service (FIS) of Ukraine. According to sources in the ruling team, this decision logically follows from the politician's professional profile.

### The Logic of the Appointment: Why the FIS?

The NSDC Secretary has already established himself as a key figure in international negotiations. A source close to the President's administration explained the motivation for Umerov's possible move to intelligence as the need to consolidate efforts on the external track. According to the interlocutor, for a politician, this is a "natural sphere" where he can apply his experience of constant international contacts.

The main task planned to be solved with the new team is the "grounding" of work on creating an anti-ballistic coalition and coordinating the activities of drone dealers. The FIS is viewed as a structure that ideally combines power tools and the diplomatic track, which is critical for Kyiv's current tasks.

### Who Will Take the Place in the NSDC?

Rustem Umerov's departure from the post of NSDC Secretary has already been indirectly confirmed. Presidential Advisor Dmytro Lytvyn recently reported that this position will be taken by Ihor Klymenko. As for Umerov's future, according to Lytvyn, he awaits a separate conversation with Volodymyr Zelenskyy, which will determine the final vector of his career.

### Rumors of the Embassy in Washington

Parallel to the discussion of the post of Head of the FIS, active conversations are circulating in political circles about Umerov possibly being sent as the Ambassador of Ukraine to the USA. Journalists have already named him the main favorite for this position. Notably, a year ago, Umerov's name already appeared on the list of candidates for this post, but at that time, the choice fell on Olga Stefanishyna.

At the moment, Dmytro Lytvyn did not confirm or deny the version of the embassy in the States, leaving room for maneuver. Nevertheless, rumors about the possible sending of Rustem Umerov to Washington remain one of the most discussed scenarios in Kyiv.
