# SBU Denies Beating of Top Manager of 'Ukrainian Armored Vehicles': Why Offices Were Raided and Old Grenade Launchers Were Found

The Security Service of Ukraine (SBU) has officially denied allegations of using physical violence against employees of the company 'Ukrainian Armored Vehicles' during searches. The agency stated that all investigative actions were conducted strictly within the law, and any claims of beating a top manager do not correspond to reality.

Previously, the company publicly stated that its First Deputy Director ended up in the hospital with a concussion and multiple injuries following his detention. In response to these allegations, the SBU emphasized that no physical violence was used against any of the participants in the searches. To support its claims, the security service is ready to provide protocols of investigative actions and video recordings.

### Scandal Surrounding the Procurement of Grenade Launchers

Searches at the offices of the State Enterprise 'Defense Procurement Agency' (DPA), the supplier company, as well as at the residences of those involved, became part of a large-scale investigation. In total, operatives conducted more than ten seizures. The center of attention was the investigation into the procurement of 6,000 disposable anti-tank RPG-75M grenade launchers for the Armed Forces of Ukraine.

The contract between the state agency and the private supplier was concluded for an amount of 637 million hryvnias. According to the documentation, the supplier undertook to deliver new weapons manufactured between 2024 and 2026. However, after receiving an advance payment of 318.5 million UAH, the situation took an unexpected turn.

### 'New' Grenade Launchers Turned Out to Be Outdated

In May 2026, the first batch of 3,024 grenade launchers arrived at the arsenal of one of the military units of the Armed Forces of Ukraine Logistics Command. The receiving side did not accept the weapons into inventory, limiting itself to temporary storage. An examination conducted by the investigation revealed a gross violation of the contract terms.

Instead of the declared new weapons, the supplier delivered grenade launchers from the 1980s. Under the external labels, old markings in Czech were found, and on certain parts—traces of significant oxidation. According to the SBU, the components were manufactured in 1986–1988.

The investigation established that the same grenade launchers the foreign supplier had tried to sell to Ukraine back in 2022–2023. At that time, the contract was terminated precisely due to the attempt to sell old weapons under the guise of new ones. Notably, the price at that time was 9 times lower than in the current agreement.

### Conspiracy and Millions in Losses

The Security Service is considering the version of a conspiracy between officials of the state purchaser and the supplier company. According to the agency's assessment, the implementation of such a procurement would have been impossible without such interaction. Criminal proceedings are being conducted under Article 114-1 of the Criminal Code of Ukraine — Obstruction of the lawful activity of the Armed Forces during a special period.

The SBU estimates the state's losses from this deal at 318.5 million hryvnias — this is the amount of the advance paid for weapons that were effectively not accepted and unfit for use.

For its part, the company 'Ukrainian Armored Vehicles' called the criminal proceedings fabricated. Representatives of the firm claim that they supplied grenade launchers from the Czech manufacturer Zeveta Ammunition, and the choice of the cheapest option among analogues was made by the Defense Procurement Agency itself. The company has already appealed to the Office of the General Prosecutor with a request to check the legality of the investigation's actions.
