A serious political scandal is unfolding in the European Parliament. The institution's President, Roberta Metsola, has officially demanded an investigation into Luxembourgish MP Fernand Kartheuser. The grounds for these strict measures are the politician's systematic meetings with Russian officials, which, according to the leadership of the European Parliament, constitute a gross violation of the code of conduct.

### Secret Contacts and "Putin's Davos"

Information regarding Metsola's demand became public thanks to the publication POLITICO, which obtained the relevant letter. Fernand Kartheuser has already been involved in scandals multiple times due to his pro-Russian rhetoric. However, the scale of his activities turned out to be greater than previously assumed.

Since the beginning of Russia's full-scale invasion of Ukraine, the MP has held at least four video conferences with members of the Russian State Duma. Moreover, he personally visited Russia twice. One of the purposes of these trips was participation in the St. Petersburg International Economic Forum (SPIEF). In the West, this event is often called "Putin's Davos" due to its propagandistic nature and the participation of the highest leadership of the Russian Federation.

During the forum, Kartheuser, together with a group of other MEPs, signed a joint statement with representatives of the State Duma. In the document, the parties agreed to "continue and deepen" cooperation. A critical point was that the text of the declaration did not mention the war in Ukraine in a single word.

### Violation of Transparency Rules

In her address, Roberta Metsola emphasized that such actions cause serious concern. The signed documents create a false impression of the existence of an official diplomatic channel between the European Parliament and the Kremlin. This completely contradicts the EU's position, which froze any contacts with the Russian parliament back in 2014.

In addition to political aspects, the relevant committee of the European Parliament must check the financial side of Kartheuser's activities. According to EU transparency rules, MEPs are obliged to declare any meetings with foreign officials. It is also necessary to report if a third party pays for flights, accommodation, or meals. The Luxembourgish politician failed to do this.

### Reaction of the Accused and Possible Sanctions

Fernand Kartheuser himself stated that he is surprised by the accusations, calling the situation "strange." He tried to justify himself, claiming that his contacts with Russian colleagues were an "informational dialogue for the sake of peace".

However, if the MP's guilt is proven, he faces strict disciplinary measures. These include:

- Deprivation of daily allowances (per diem);

- Complete suspension from any parliamentary activity;

- Ban on representing the European Parliament on the international stage.

It should be noted that Kartheuser was not alone in his trips. According to preliminary data, in May 2025, during the celebration of "Victory Day" in Moscow, he was accompanied by MPs from the German party "Alliance Sahra Wagenknecht", the Slovak ruling party Smer, and Cypriot MEP Fydias Panayiotou.

### Context: "Backdoors" and Sanctions Evasion

The investigation into Kartheuser is unfolding against the backdrop of intensified efforts to combat attempts by the Kremlin to exploit loopholes in European legislation. European Parliament MP Michael Gahler has already called for stricter sanctions against Russian oligarchs who continue to profit from trade with the EU. Journalistic investigations confirm that Vladimir Putin's inner circle still successfully uses private business jets to bypass Western bans.

Parallel to events in Brussels, the UK has raised the alarm regarding another EU country — Ireland. British officials officially warned Dublin that due to Ireland's overly liberal visa policy, it has effectively become a "backdoor" for Russian spies using this territory to penetrate the United Kingdom.
