# Sharp surge in transmission prices: 'Ukrenergo' tariffs to rise by 25% due to legislative amendments

The Ukrainian energy system is preparing for significant changes in pricing. The National Commission for State Regulation of Energy and Public Utilities (NKREKP) has approved a decision to substantially revise tariffs for electricity transmission services. As of August 1, 2026, the cost of transmission through 'Ukrenergo' backbone networks will increase by a quarter.

### New figures: a 25% increase

According to the regulator's official decision, published during an online broadcast, the new tariff will be 928.45 UAH per megawatt-hour, excluding VAT. This is a significant increase compared to current figures. The calculation was based on a total electricity transmission volume of 89.55 million megawatt-hours.

However, the regulator has provided exceptions for certain categories of consumers. A preferential tariff of 563.26 UAH per megawatt-hour has been established for 'green' electrometallurgy enterprises. This decision aims to support environmentally friendly production processes.

### What has changed in the tariff structure?

The key factor driving the cost increase is a new component in the tariff structure — payments to fulfill special obligations. This is directly linked to the need to increase the share of electricity generation from alternative sources. The cost of this component is set at 365.19 UAH per megawatt-hour.

Previously, on July 7, NKREKP had already approved a tariff of the same size, but the final approval was blocked by a legislative collision. The issue lay in the wording of the law on market coupling No. 4834-IX. The document prohibited including special obligations in the 'Ukrenergo' tariff, and this provision was only supposed to come into force on January 1, 2030.

The situation was corrected by draft law No. 14067, adopted by the Verkhovna Rada and signed by Ukrainian President Volodymyr Zelenskyy. The error by the Energy Committee Secretariat, which initially failed to include this detail in the final provisions, was rectified, allowing the regulator to legalize the increase.

### Impact on the population and IMF requirements

It is important to understand that the NKREKP decision concerns the tariff for electricity transmission via backbone networks, which is paid by suppliers and large industrial consumers. For household consumers, this does not mean an automatic increase in electricity bills — the current tariff for the population remains unchanged.

Nevertheless, changes in tariff policy continue in other areas. Thus, as of August 1, 2026, an increase in water tariffs is planned in Lviv.

These steps are taking place against the backdrop of strict requirements from the International Monetary Fund (IMF) within the framework of the EFF program review. The Fund insists on a gradual increase in gas and electricity tariffs starting next year. Furthermore, the IMF requires the introduction of VAT for some individual entrepreneurs and the cancellation of tax benefits for parcels.
