# Shelter Audit in Kyiv: Klitschko to Review Spending of 7 Billion Hryvnias Over Recent Years

A large-scale inspection of the use of budget funds allocated for the construction and repair of protective structures has been launched in Kyiv. The Mayor of the capital, Vitali Klitschko, has instructed the Department of Internal Financial Control and Audit of the Kyiv City State Administration (KCSA) to audit the activities of district state administrations for the period from 2022 to 2025.

### Billion-Hryvnia Inflows and Expense Control

Since the beginning of the full-scale war, Kyiv authorities have allocated approximately 7 billion hryvnias to district administrations for the construction of new shelters and the repair of existing ones. According to the Mayor, thanks to these funds, nearly 3,000 facilities have been repaired and equipped. This year, an additional 1.1 billion hryvnias is allocated for these purposes.

Since district state administrations are the beneficiaries of the allocated funds and determine the locations of the work, monitoring their efficiency has become a priority. Special attention is being paid to locations where protective structures are lacking: microdistricts without metro stations and remote residential areas.

### Inspection Statistics and Accountability

Control measures in Kyiv are already being conducted regularly. The Department of Municipal Safety, together with the districts and the State Emergency Service (SES), checks the readiness of facilities. Since the beginning of the year, inspectors have examined 630 shelters, with problems identified in 85 of them.

Accountability for the improper condition of protective structures has already been imposed on several asset holders. Since the beginning of 2026, 171 individuals have been held administratively liable. The main reasons for fines were violations of requirements leading to the unpreparedness of the facility, as well as the failure to comply with lawful orders of officials.

### Typical Problems and Monitoring

Despite the funds invested, characteristic deficiencies persist in many structures. The most common problems remain the lack or shortage of seating, issues with power supply, and inadequate sanitary conditions.

Currently, more than 4,300 shelters are operating in Kyiv. Monitoring their condition and accessibility is carried out by the contact center 1551. The Mayor also noted that the city continues to work on improving infrastructure, citing the recent renovation of the area near the 'Polytechnic Institute' metro station as an example, where a square was created for free access to the station during alerts after the dismantling of small architectural forms (MAFs).
