A high-profile criminal case involving the use of firearms during peacetime is unfolding in the Kirovohrad region. The incident occurred in the settlement of Oleksandrivka, where a tragic event resulting in a fatality took place while escorting a citizen to an administrative institution.

According to law enforcement authorities, the tragedy unfolded on May 20, 2026. 30-year-old Alexander Zavalov, who was undergoing the procedure for document processing at the Center for Administrative Services (CNA), attempted to leave the premises. At that moment, 27-year-old soldier Maxim Cherevan of the 425th Separate Assault Battalion "Skelya", who was performing escort duties, fired four shots from an automatic weapon.

As a result of a hit to the pelvic artery area, the victim sustained a severe wound. Medical personnel were unable to save the man — he died from acute blood loss before the arrival of the emergency medical team. A pre-trial investigation has been launched by law enforcement agencies regarding the incident; the suspect has been detained and placed in custody.

### Investigation details and prosecution's version

Investigative bodies have already begun to establish all the circumstances of the incident. As part of the criminal proceedings, comprehensive expert examinations are being conducted. A ballistic examination is required to determine the trajectory of the shots and the distance from which the shooting was conducted. Simultaneously, a forensic medical examination is being carried out to accurately establish the cause of death.

The investigation is paying special attention to verifying the legality of the use of weapons. Experts are studying departmental regulations governing the order of firearm use by military personnel when escorting individuals. Additionally, an internal service investigation into the actions of the command is underway: the circumstances of issuing combat weapons and ammunition to the escort for travel to a civilian institution are being investigated.

### Procedural status and qualification

Law enforcement authorities have qualified the soldier's actions under the Criminal Code of Ukraine. The detainee has been charged with intentional murder. A court decision has applied the preventive measure of detention without the right to post bail for the period of the pre-trial investigation.

Official representatives of the Specialized Prosecutor's Office in the field of defense and the State Bureau of Investigation (SBI) are continuing a complex of measures to establish all the circumstances of the incident and determine the degree of liability of the officials. According to the Criminal Procedure Code of Ukraine, the use of firearms by military personnel in civilian areas is strictly regulated by the statutes of the Armed Forces of Ukraine and relevant instructions.
