# Stop Factor: How the Strike on the Moscow Refinery Paralyzed the Capital's Fuel System and Air Traffic

An event with potential long-term consequences for regional logistics and the economy has occurred in Moscow. The Moscow Oil Refinery (NPP) in the Kapotnya district has completely ceased operations. The cause was a large-scale attack by unmanned aerial vehicles (drones) that dealt a critical blow to the enterprise's infrastructure.

Industry sources confirm that technological processes at the plant have been halted. This is not a temporary pause, but a forced measure dictated by the physical state of the equipment following the attack.

### A Blow to the Heart of Production

An analysis of the attack's aftermath shows that the strike was delivered with high precision. According to the General Staff of the Armed Forces of Ukraine and independent monitoring channels, the primary target was the ELOU-AVT-6 unit. This is a high-tech primary oil processing unit, which specialists call the "heart" of the plant.

Without the functioning of this unit, the operation of the entire enterprise is technically impossible. Damage to the ELOU-AVT-6 means the plant has stopped processing raw materials, even if other workshops remain intact.

### Breaching Defensive Lines

The technical aspect of the operation has raised questions among military analysts. Ukrainian kamikaze drones managed to overcome a complex defense system. Experts estimate that the unmanned vehicles passed through at least four rings of air defense.

The breached lines included "Pantsir" complexes and special protective nets deployed directly around the perimeter of the refinery. This indicates a high level of coordination and efficiency of the delivery means used during the strike.

### Fire and Emergency Services Response

A major fire broke out on the plant's territory. In the first hours after the attack, city authorities and emergency services reported that the fire was contained and did not affect production. However, reality proved harsher: despite the containment of the fire, the technological cycle had to be completely interrupted.

The dissonance between the initial statements about maintaining operability and the actual shutdown of the plant highlights the scale of the damage inflicted.

### Political Context of the Operation

Ukrainian President Volodymyr Zelenskyy officially confirmed the conduct of the operation. He stated that the strike was carried out as part of the joint work of the Security Service of Ukraine (SBU), the Main Directorate of Intelligence (GUR), and the Unmanned Systems Forces.

Zelenskyy called the attack a "justified response" to the events of the previous day, when the dome of the Assumption Cathedral of the Kyiv-Pechersk Lavra was damaged as a result of shelling of Kyiv. Thus, the strike on Kapotnya fits into the logic of Kyiv's retaliatory actions against attacks on cultural and religious objects.

### Economic and Logistics Consequences

The shutdown of the Moscow Refinery hits the region's fuel reserves. The plant is the largest fuel supplier in central Russia. It accounts for about 40% of the capital's gasoline needs and up to 50% of its diesel fuel needs.

The situation with aviation kerosene is of particular concern. The Moscow Refinery is the basic supply hub for the entire Moscow aviation hub. Its zone of responsibility includes Sheremetyevo, Domodedovo, Vnukovo, and Zhukovsky airports.

The impact of the plant's shutdown has already manifested in airport operations. This morning, emergency "Carpet" plans were introduced at them, leading to the delay of dozens of flights. This is the first signal that a fuel shortage could quickly transform into a transport collapse if production is not restored in the shortest possible time.
