A deep conceptual crisis is brewing within the Ukrainian leadership. The British publication Financial Times, citing sources in the Ministry of Defense and the Presidential Administration, reports on systemic disagreements between the Commander-in-Chief of the Armed Forces of Ukraine, Oleksandr Syrsky, and proponents of technological modernization. The dispute has intensified against the backdrop of personnel reshuffles in the Cabinet of Ministers and the resignation of Defense Minister Mykhailo Fedorov in July 2026.

At the center of the discussion are fundamental questions of military strategy: long-term planning, mobilization rates, and the role of asymmetric technologies on the front lines. This is not just an administrative dispute, but a clash of two different visions of the future of the war.

### Two paths: Conservatism versus technological leap

According to sources cited by the publication, the current defense concept of the General Staff is characterized as conservative. The strategic vision of Commander-in-Chief Oleksandr Syrsky is built on holding static defensive lines and a planned increase in personnel numbers through mobilization. However, within the department, there are alarming voices: critics point to the risks of exhausting the mobilization potential during prolonged linear defensive operations.

The alternative concept, promoted by the team of former Minister Mykhailo Fedorov, proposed a radical scenario — a transition to a model of asymmetric confrontation. The program included three key elements:

    - Shifting the focus to robotic complexes and deep integration of unmanned aerial vehicles (UAVs) into all levels of command.

    - Implementation of digital platforms and automated combat management systems based on artificial intelligence.

    - Reforming the organizational and staffing structure, including optimizing management at the corps and brigade levels to increase operational flexibility.

### Political and legal context of the conflict

Public discussion of the internal debate became possible after official personnel rotation procedures. Mykhailo Fedorov, during a press conference, openly stated that there were administrative obstacles to the implementation of innovative projects and the reform of logistics on the part of military management bodies.

In response, Commander-in-Chief Oleksandr Syrsky, in an official statement, emphasized the priority of fulfilling current combat tasks and called for avoiding public discussions that could destabilize the situation. President Volodymyr Zelenskyy, commenting on the reshuffles, focused on the need for unity between the political leadership and the military command, calling the goal of personnel renewal the improvement of the efficiency of managing the defense sector.

Yevhen Khmara has been appointed Acting Minister of Defense. He has begun working within the powers defined by legislation, while the authorities monitor the situation to ensure the continuity of military command.

### Division of powers: Law versus reality

The situation is exacerbated by legal nuances. According to the Law of Ukraine "On National Security", the management of defense spheres is distributed between the civilian ministry, which carries out military-political and administrative management, and the General Staff of the Armed Forces of Ukraine, which is responsible for operational management. It is precisely in this zone of intersecting powers that the shadow of conflict arose, where technological ambitions collided with conservative military doctrine.
