# Strike against the shadow fleet and factories: EU introduces new sanctions package against Russia's war machine

The European Union has launched a new mechanism to pressure Russia's defense industry. The sanctions package, introduced on June 15, demonstrates Brussels' systematic approach: restrictions now target not only final weapons assemblers but the entire supply chain, including component manufacturers and logistics schemes.

As reported by RBK-Ukraine, this was stated to journalists by Vladyslav Vlasuk, the President of Ukraine's Commissioner for Sanctions Policy. According to him, European partners are clearly identifying specific executors who ensure the production of weapons attacking Ukrainian cities.

### Drone and missile component manufacturers hit

The list of new restrictions covers enterprises critical to Russia's war machine. Primarily, this concerns manufacturers of unmanned aerial vehicles (drones) and components for aviation and missile systems.

Companies such as ASFPV, Rustakt, and IONOS, engaged in the production of FPV drones, have been added to the sanctions list. According to sources, the ASFPV company alone supplies up to 10,000 "Veterek" series drones to the front monthly. Additionally, the Izhevsk Aircraft Plant has been restricted.

The EU has also struck at manufacturers of navigation systems. Specifically, sanctions have affected factories producing parts for "Iskander-M" missiles and various types of unmanned vehicles.

### Blocking foreign suppliers

Brussels has decided to cut off schemes for bypassing sanctions through third countries. Foreign enterprises that secretly supplied necessary components and equipment to the Russian military-industrial complex, allowing them to maintain high production rates, have been included in the list.

Among the new entities are companies from China and Belarus:

    - Chinese Shenzhen Minghuaxin and Xinxiang Richful.

    - Belarusian Izovac and Engineering Group.

Their activities allowed Russian arms manufacturers to access technologies and parts that were unavailable due to previously introduced bans.

### Dismantling the "shadow fleet" and logistics schemes

Special attention in the new package is paid to carriers helping Moscow export oil. Dozens of companies from Russia, the UAE, Turkey, Azerbaijan, Hong Kong, and Liberia have fallen under sanctions.

These vessels used illegal schemes to bypass price caps and controls: they turned off identification radars (AIS) and transferred oil from ship to ship directly in the open sea.

Restrictions also affected key figures behind these schemes. The list of personal sanctions includes:

    - Top management of "Rostec": Oleg Yevtushenko and Bekhan Ozdoev.

    - Organizers of "grey" equipment procurement schemes: Oleg Fishchelev and Pavel Nikitin.

    - Founder of Coral Energy (formerly 2Rivers Group), Tahir Garaev, linked to the "shadow fleet".

    - Marine insurance broker Konstantin Rogach.

### Expecting the 21st sanctions package

Vladyslav Vlasuk noted that current measures are an intermediate step. Ukraine expects that in the coming weeks, the European Union will adopt a significantly more powerful and comprehensive 21st sanctions package.

According to information, Brussels has already prepared this package, directed against key sectors of the Russian economy: energy, financial services, trade, the cryptocurrency sphere, and the fishing industry.

One of the key decisions of the new stage will be a complete ban on entry into the EU for former Russian military personnel involved in the war against Ukraine. Additionally, European diplomats are preparing personal sanctions against another 80 Russian companies and individuals.
