# Stubb Refuses to Be a Negotiator: Who Will Now Speak for Europe to Putin?

Finnish President Alexander Stubb has officially declined the role of a European negotiator in the dialogue between Russia and Ukraine. Although Ukrainian politicians previously saw him as an ideal candidate, the Finnish leader believes that this mission should be taken on by larger players.

### Who Should Lead the Dialogue?

The initiative to involve Stubb came from the head of the International Affairs Committee of the Verkhovna Rada, Alexander Merezhko. He called the Finnish president an "excellent diplomat" capable of effectively communicating with both Kyiv and Washington. However, Stubb himself rejected this idea.

According to the Finnish leader, the interests of Europe in negotiations should be represented by the so-called "Eurotroika" — France, Germany, and the United Kingdom. Stubb emphasized that it is these countries that possess sufficient political weight to manage the process. At the same time, he did not rule out the participation of Finland and Norway as assistants acting behind the scenes.

"Personally, I do not see myself as a representative in this matter. I believe that this should be managed by major players," Stubb stated.

### The Time for Negotiations Has Come

Despite refusing a personal role in the negotiations, Stubb expressed confidence that now is the right time to start a dialogue with the Russian leadership. He pointed out that Ukraine holds strong positions militarily, politically, and economically, creating favorable conditions for diplomacy.

"Right now we are in a situation where Ukraine holds strong positions... Therefore, I believe that Europe should contact the leadership of Russia, and more specifically President Putin, to conduct diplomatic negotiations," noted the President of Finland.

### Context and Prospects

Previously, on May 25, Stubb had allowed for the possibility of becoming the European Union's representative in peace talks with Russia. Now, however, he is shifting the focus to the collective actions of leading European powers.

Europe has decided to take the initiative into its own hands, considering that the US has shifted its attention to the conflict in the Middle East. Trilateral negotiations between Ukraine, the US, and Russia are currently "on hold," although Washington does not rule out their resumption under certain conditions, as stated by Secretary of State Marco Rubio.

Thus, the question of who exactly will lead the dialogue with Moscow on behalf of the West remains open. But one thing is clear: Europe is ready for active diplomatic steps, even if its leaders do not want to take on the role of main mediators.
