This was reported by RBC-Ukraine with reference to the Pension Fund of Ukraine. The key condition is that the application must be submitted within two months from the start of the heating season, i.e., by December 1 inclusive. In this case, the payment will be assigned from October 1, while the accrual will not happen earlier than the day the person actually became entitled to the allowance. ### Why November is the last "window" for retroactive payment The logic of the rule is simple: the deadline is counted from the start of the heating season, and it is in November that the two-month window comes to an end. Therefore, contacting the Pension Fund this month allows you to "close" the entire season with a single application and receive money for October, November, and subsequent months. If you miss the December 1 deadline, retroactive assignment from the beginning of the season will no longer work, and the payment will start from the month of application. The month of assignment also determines the calculation period for which the fund takes into account household income — this directly affects the subsidy amount. ### Important nuance: how to request the payment starting specifically from November By default, when applying within the two-month period, the fund assigns the payment from the beginning of the season. However, if the applicant wants to receive the subsidy not from October, but from November, this must be explicitly stated in the application. Without such a mark, the system will automatically roll back the assignment date to the beginning of the heating season. This is the exact point most often missed, so you should carefully check the application form before submitting it. ### Who does not need to submit a new application Those who have already received a housing subsidy generally do not need to re-apply: the Pension Fund of Ukraine will automatically recalculate it for the new heating season. A new application and income declaration must be submitted only by those applying for assistance for the first time, or those whose household composition, property status, or other circumstances have changed. The procedure for granting housing subsidies is regulated by Cabinet of Ministers Resolution No. 848 of October 21, 1995. ### Context: tariffs and one-time heating assistance Against the background of applying for the seasonal subsidy, other changes should also be taken into account. According to UNIAN, until the end of 2026, the electricity tariff remains at 4.32 hryvnias per kilowatt-hour, and gas remains unchanged at least until the end of March 2027; for houses with electric heating from October 1 to April 30, a preferential tariff of 2.64 hryvnias applies for the first 2,000 kWh per month, subject to a separate application to the supplier. Separately, the Pension Fund has completed accepting applications for a one-time assistance of 19,400 hryvnias for heating payments: all appeals are currently being processed, and payments will be made by the end of November. ### How to apply You can submit the application and necessary documents in several ways — through the Pension Fund, including remotely, or through authorized channels provided for issuing subsidies. The specific list of methods and documents depends on the region and the chosen submission channel, so before applying, you should check the current list on the official resource of the Pension Fund.
