# Subsidy or Benefit: Why Ukrainians Cannot Receive Both Types of Assistance Simultaneously

The issue of financial support for paying utility bills remains one of the most pressing for millions of Ukrainians. Many citizens entitled to state aid face confusion: is it possible to receive a housing subsidy and use a benefit for paying the same services at the same time? The Pension Fund of Ukraine (PFU) has given a clear and unambiguous answer to this question.

### Legislative Ban on Double Payment

PFU specialists emphasized that current legislation does not provide for the possibility of simultaneously granting a housing subsidy and a benefit for paying the same housing and communal services. This means that the system does not allow enjoying double benefits: if a person or family is entitled to both a benefit and a subsidy, they must choose one of these types of state support.

The decision to choose one mechanism or another must be made consciously. The main criterion is the financial benefit for a specific household. In some cases, expense compensation will be higher when applying for a subsidy, while in others, applying a benefit will be more advantageous.

### How Support is Calculated: The Formula of Benefit

Why can't one simply take and receive both types of assistance? The fact is that the mechanisms for calculating them are fundamentally different. The right to a housing subsidy is determined individually. The calculation takes into account a combination of factors: household income, the number of registered or actually residing persons, social consumption standards, and other circumstances.

At the same time, the amount of the benefit is strictly tied to the category of the beneficiary and the conditions defined by legislation, and does not depend on the current income level of the family to the same extent as the subsidy. This is why in some cases greater financial support may be a housing subsidy, and in others — a benefit.

### What to Do If You Are Already Using a Benefit?

The PFU recommends that before applying for state aid, you must find out which of the mechanisms will be more advantageous. This is not a one-time procedure. If a person is already using a benefit, but calculations show that a subsidy could provide greater compensation for utility expenses, they have the full right to apply for the appointment of a housing subsidy.

At the same time, if the analysis reveals that the benefit is more advantageous, it will be applied to pay for housing and communal services. It is important for citizens to understand that the choice is theirs, but it must be justified by economic calculations, not by chance.
