# TCC Reform in Ukraine: From Chaos to System — How Mobilization Will Change After Scandals in Odesa and Boryspil

In the corridors of district Territorial Recruitment Centers (TCCs) across Ukraine, one increasingly sees people waiting in line — with documents, phones, and anxious looks. But behind this external routine lies a deep systemic crisis that, according to officials, can no longer be postponed. The reform of territorial recruitment centers (TCCs) is not just a bureaucratic procedure, but a matter of citizens' trust in the state and the effectiveness of the mobilization machine.

### “Critically Overdue”: Admission by the Ministry of Defense

Deputy Minister of Defense of Ukraine Mykhailo Baniuk stated directly: the TCC reform is “critically overdue.” His words came against the backdrop of a series of high-profile incidents, including events at the Odesa TCC, where, according to the investigation, men were subjected to torture and illegal detention to meet mobilization quotas.

“The functions of TCCs must be distributed among other institutions, without a closed cycle of accounting and mobilization,” Baniuk emphasized. This means that the current model, where one body is responsible for both conscription, accounting, and deployment to the troops, is considered outdated and dangerous.

### Hubs Instead of Corridors: New Mobilization Logistics

One of the key elements of the reform will be the creation of special hubs — centers where citizens will wait to undergo the military-medical commission (MMC), be sent to training centers or brigades. These hubs, according to the developers' plan, should be as comfortable, humane, and transparent as possible.

The most important requirement is round-the-clock video recording and strict control of interaction with citizens at all stages. The goal is to eliminate the possibility of arbitrariness, pressure, or corruption, which previously became the norm in some regions.

### Scandals That Pushed for Change

The admission of the need for reform would not have been so categorical if it were not for a series of shocking investigations. On June 16, the State Bureau of Investigation (SBI) reported torture and violence against men in one of the district TCCs of the Odesa region. According to the investigation, officials forcibly brought citizens, illegally detained them, beat them, and exerted psychological pressure — all to improve mobilization indicators.

Simultaneously, law enforcement officials exposed a corruption scheme in the Boryspil district TCC: an official extorted $2,500 for assistance in evading mobilization. The man was detained immediately after receiving the money — a fact that only confirmed the scale of the problem.

Another alarming story is the investigation into the circumstances of the death of a 29-year-old man in Zakarpattia after his stay at a TCC. The SBI is checking information about the possible use of violence against him. Such cases not only cause public outrage — they undermine the very legitimacy of the mobilization system.

### What's Next? From Words to Actions

The Ministry of Defense of Ukraine is already working on detailing the reform. It is expected that new rules will be implemented in stages, starting with pilot regions. Key directions include the separation of functions, the introduction of digital accounting, the creation of independent oversight mechanisms, and staff training.

But the main thing is changing the culture of working with citizens. Instead of pressure and coercion — transparency, respect, and clear procedures. Only in this way can trust be restored and real mobilization effectiveness ensured in wartime conditions.

The TCC reform is not just an administrative restructuring. It is an attempt to bring humanity back into a system that is supposed to protect the country. And if it happens — Ukraine will take an important step towards creating an army that people will be ready to support voluntarily.
