# TCC Reform Postponed: Ukrainian Government to Prioritize Military Salary Increases

The Ukrainian government has adjusted its roadmap for military reforms. The focus is shifting from organizational changes in the conscription system to the financial motivation of the personnel. Prime Minister Yulia Sviridenko officially announced that the large-scale reform of the Territorial Recruitment Centers (TCC) and the Social Protection system (SP) will only be launched after the completion of the monetary support reform.

### Finances as the Foundation of Change

The strategy was announced by the head of government during the question hour in the Verkhovna Rada. According to Sviridenko, the Ministry of Defense has already begun working on revising the pay system for military personnel. This will be the first and mandatory stage before the restructuring of the most complex part of the mobilization system begins.

"The TCC reform, this complex reform will be preceded by a reform of wages. That is the first thing. That is what the Minister of Defense is currently working on," the Prime Minister emphasized.

It is expected that in the coming weeks, the authorities will present the results of the first stage of the monetary support reform. Only after this is the transition to the next steps planned, including changes to contract terms and length of service.

### Context: "Bureaucratization" and War

Discussing the need for TCC reform, Yulia Sviridenko touched upon the specifics of the Ukrainian mobilization system. She noted that European countries do not know concepts such as "bureaucratization" in the context of TCCs, as they are unfamiliar with war. However, it is precisely now that Ukraine is forced to address these issues, and the TCC reform has been named by the Prime Minister as one of the most difficult issues in society.

### Future Plans: Contracts and Terms

After resolving the financial issue, the government plans to move on to the next critically important stages:

    - Introduction of new types of contracts focused on infantry and assault units.

    - Changing the terms of service.

    - Launching the TCC and SP reform directly.

It should be noted that the initiative to increase monetary support was previously voiced by the Commander-in-Chief of the Armed Forces of Ukraine, Oleksandr Syrsky. According to his data, the minimum level of monetary support is planned to be set at 30,000 hryvnias.

### Implementation Stages

The process of reforming the TCC will not be spontaneous. After the Ministry of Defense prepares the final version of the changes, consultations with the Verkhovna Rada are planned. Thus, the current stage is focused exclusively on preparing the financial base for subsequent structural transformations in the army.
