# The French Nuclear Umbrella: Will Paris Save Europe Without the US?

The potential weakening of American security guarantees for Europe has once again brought the discussion on the role of French nuclear weapons to the forefront. Against the backdrop of geopolitical instability, experts and journalists have analyzed whether France's independent arsenal can serve as an effective deterrent against Russia and ensure the protection of NATO allies.

A new wave of discussions has been triggered by two factors: the political activity of US President Donald Trump and the ongoing aggression of Russia against Ukraine. European countries are increasingly considering a scenario in which Washington may reduce or even abandon its traditional obligations to its allies.

### Uniqueness of the French Arsenal

In the event of the US stepping back from its role as the main security guarantor, France remains the only EU state possessing a fully independent nuclear arsenal. Unlike the United Kingdom, which uses American technology for its submarine-launched ballistic missiles, French nuclear deterrent forces are under the full control of Paris.

According to experts, France possesses approximately 300 nuclear warheads. They can be deployed by both the air force and nuclear submarines. The country does not have land-based silos. Such an arsenal allows for a guaranteed retaliatory strike even after a sudden enemy attack, which forms the basis of the French deterrence concept.

The French military doctrine provides for the possibility of a single preemptive nuclear strike if the vital interests of the state are threatened. The goal of such a step is not to wage a full-scale nuclear war, but to demonstrate readiness for escalation to deter the aggressor.

### The Security Dilemma

The main question troubling experts is the willingness of the French president to risk their own country to protect other European states. France does not possess strategic capabilities comparable to those of the US. Unlike the US, which is geographically distant from the potential theater of war, France itself would be under direct threat in the event of a large-scale nuclear conflict.

Critics of the 'French nuclear umbrella' concept doubt whether any French leader would agree to sacrifice the safety of Paris to protect Berlin, Helsinki, or Tallinn. However, French strategists argue that the security of partners is directly linked to the security of France itself. Due to geographical proximity and high political integration, an attack on a key ally automatically creates a threat to the vital interests of Paris.

At the same time, the French authorities consciously avoid clearly defining the circle of countries included in their sphere of protection, limiting themselves to the concept of the 'European dimension' of their interests.

### Political Risks and New Alliances

The publication The Economist notes that even with a powerful arsenal, the French 'nuclear umbrella' is unlikely to fully replace American guarantees for the entire continent. Additional uncertainty is introduced by France's domestic politics: after the 2027 presidential elections, the country's foreign policy course may change. In particular, the scenario of Marine Le Pen's victory is mentioned, whose party has repeatedly criticized certain directions of European integration.

Nevertheless, European states are seeking new ways to ensure security:

- **Finland:** The country's president officially signed amendments to the law on nuclear energy, permitting the import, transit, and storage of nuclear weapons on Finnish territory as part of integration into the NATO defense system.

- **Poland:** Warsaw and Paris have begun specific negotiations on creating a 'nuclear umbrella.' The parties have already held the first meeting of a special coordination group.

- **Germany:** Berlin has officially agreed to participate in exercises of the French strategic nuclear forces. Previously, the countries acted separately, but now a common strategy is intended to strengthen stability in the EU.
