# The Price of a Fake Draft: Kyiv Exposes a Scheme by 'Black' TCC Operators Selling Access to the 'Obereg' Registry

In Kyiv, a large-scale corruption scheme involving the illegal alteration of conscript data has been exposed. Officers of the State Bureau of Investigation (SBI), in collaboration with the General Staff of the Armed Forces of Ukraine, as part of the special operation 'Honest Draft,' identified members of a criminal group that edited state registries for money.

### How the 'Black' Operators Work

The investigation revealed that a current employee of the Kyiv Territorial Recruitment and Social Support Center (TCC) was involved in illegal activities. The woman, formerly an operator, created an organized group together with her partner. Using her official access and electronic signature, the official systematically entered false information into the 'Obereg' information system.

Without the personal presence of military personnel, the TCC operator performed a number of manipulations:

- Entered data on the change of military registration location;

- Canceled the 'wanted' or 'violator' status;

- Created fictitious records of data verification and document delivery;

- Generated records of referral to a military-medical commission (MMC).

### Corruption Rates

The participants of the deal established clear rates for their services. The cost of the 'service' depended on the client's rank and the type of manipulation:

- **Removal of violator status for a private or sergeant:** $2,500 USD.

- **Removal of violator status for an officer:** $3,000 USD.

- **Organization of MMC passage without subsequent mobilization:** $1,700 USD.

According to the investigation, the SBI has already recorded 18 episodes where organizers received $2,500 for changing status in the registry. After receiving payment, the operator made the corresponding changes in the state system.

### Criminal Case and Consequences

The official was informed of suspicion of committing a crime under Part 3 of Article 362 of the Criminal Code of Ukraine (unauthorized alteration of information processed in automated systems, committed by a group of persons by prior conspiracy). The sanction of the article provides for punishment in the form of imprisonment for a term of up to 6 years.

SBI investigators continue to identify all those involved in the deal and check for other possible facts of illegal interference in state registries. This investigation became one of the first significant results of the large-scale 'Honest Draft' operation, which started on July 30. As part of this campaign, searches and investigative actions are being carried out simultaneously in more than 100 territorial recruitment centers across the country.
