According to the Czech leader, Kyiv and its allies have critically little time left β€” approximately two months β€” to intensify diplomatic efforts and exert decisive pressure on Moscow. ### The link between the electoral cycle and military strategy Pavel, who previously headed the NATO Military Committee, linked this timeframe to the internal political calendar of the Russian Federation. According to the Czech president, the key benchmark for the Kremlin is the State Duma elections, scheduled for September 20, 2026. The logic is simple: before the voting results are finalized, it is extremely disadvantageous for the Russian leadership to take steps that could cause sharp public discontent. According to Pavel's analysis, launching a new wave of mobilization or a full-scale draft in the run-up to the elections would be political suicide. However, once the electoral cycle is completed, the hands of the Russian leadership will be "untied." This, in turn, will narrow the diplomatic window of opportunity and create preconditions for a large-scale escalation of hostilities. ### Levers of pressure and societal fatigue The Czech leader does not limit himself to mere forecasts, pointing to specific tools that the West can use in the remaining time. As levers of influence, Pavel highlighted a complex of internal problems in Russia: from economic challenges to signs of societal fatigue from the protracted war. Particular attention is paid to the successful actions of Ukrainian forces in striking infrastructure objects and oil refining capacities deep in the Russian rear. From Prague's perspective, the continuation of coordinated military and economic pressure could create conditions under which Moscow would consider a diplomatic settlement a more acceptable scenario than further resource depletion. ### Position of NATO partners Petr Pavel's statements came against the backdrop of the North Atlantic Alliance summit in Ankara, where issues of Ukraine's defense are at the center of attention. The general direction of discussions among European partners confirms the need for a hard line in the coming months. German Federal Chancellor Friedrich Merz, within the framework of the summit, confirmed the course of long-term support for Kyiv, announcing the allocation of financial aid packages for 2026–2027. Merz also emphasized the need to promptly eliminate the shortage of long-range strike systems. At the same time, analytical centers are recording the preparation of regulatory and legal frameworks in Russia that could be used to optimize the number of armed forces immediately after the autumn elections.
