# Third blow to logistics: Export of Kazakh oil through Russia halted again

Kazakhstan's export logistics have faced a critical disruption. On July 30, operations at the main oil loading terminal in the Black Sea, located in Novorossiysk, were suspended once again. This marks the third halt in loading operations in the past month, caused by drone attacks on vessels in the port.

According to sources, on the night of July 30, Ukrainian drones struck two tankers located in the port's waters and directly at the terminal. A fire broke out on the Marshall Islands-flagged vessel *Nissos Sifnos* during loading. The second affected vessel was the Isle of Man-flagged ship *Marathi*. The Ukrainian Armed Forces' drone systems confirmed strikes on four Russian tankers in the Black and Azov Seas, though exact coordinates of the attacks remain undisclosed.

### Caspian Pipeline Consortium under fire

The Novorossiysk terminal is a key hub for the Caspian Pipeline Consortium (CPC). Through this infrastructure, 80% of all Kazakh oil exports pass. The 1,510-kilometer pipeline, whose construction was funded in part by American giants Chevron and Exxon (nearly half of the $2.6 billion investment), is one of the longest in the world.

The terminal's owner, CPC, officially confirmed the suspension of operations only two days after loading resumed, which had been interrupted a week earlier. Kazakhstan's Ministry of Energy also acknowledged the fact of the strikes, although it refrained from directly blaming Ukraine.

### Economic consequences and lack of alternatives

The situation with supplies is becoming increasingly critical for Central Asia's economy. Kazakhstan, which provides 2% of the world's daily oil supply, finds itself in a logistical crisis. Previous export suspensions have already forced the country to temporarily reduce production, as there are no alternative routes with sufficient capacity.

Shipping analytics data from LSEG shows that at least five tankers previously heading to Novorossiysk have changed course. They were redirected to Turkey and Spain or changed their status to "for order." Existing alternative routes—the western route via the Caspian to Azerbaijan and then to Turkey, as well as the eastern pipeline to China—are limited by technical capabilities and cannot fully compensate for the losses in the Black Sea direction.
