# Three Districts of Kyiv Deploy "Invincibility Points" Amid Critical Power Situation

## 🎯 Key Points

- Obolon, Podil, and Sviatoshyn districts of Kyiv are deploying invincibility points.
- The Ukrainian President criticized the capital's authorities for failing to fully implement crisis preparation steps.
- On October 9, strikes were recorded on two DTEK energy facilities in the Dnipropetrovsk region.

A critical power supply situation has emerged in three districts of Kyiv: Obolon, Podil, and Sviatoshyn. The Kyiv City State Administration (KCSA) has issued an official order to local authorities to urgently deploy additional "invincibility points" to meet the basic needs of citizens amid ongoing electricity blackouts.

### Equipment and Tasks of the New Points

These organized spaces are designed to serve as a reliable rear support for the capital's residents. According to KCSA directives, all new locations are mandatorily equipped with autonomous power sources, generators, heating guns, and stable communication channels. Citizens will be able not only to warm up but also to charge mobile phones, power banks, and other vital gadgets.### Scale of the Problem and National Leadership Reaction

The energy sector situation remains extremely tense amid regular attacks on critical infrastructure. Ukrainian President Volodymyr Zelenskyy previously highlighted the massive damage to the power grid and electricity transmission facilities, noting that repair crews are working around the clock. At the same time, serious claims were raised against the Kyiv city administration for insufficient promptness in implementing necessary preparatory steps.### Strikes on Regional Infrastructure

The crisis context is compounded by new incidents in the regions. On October 9, Russian forces struck two DTEK energy facilities in the Dnipropetrovsk region. In the evening, one location was attacked by Shahed-type kamikaze drones, and the next morning another facility was hit by a jet drone. According to the company's official statements, employees were not injured, but the damage further deepens the overall generation deficit in the country.

### Contradictory Data

While the KCSA reports on the deployment of additional capacities and emergency measures in three key districts, severe criticism is being voiced at the state level against the capital's authorities for incomplete implementation of preliminary orders. Experts note a discrepancy between official municipal reports on 100% infrastructure readiness and actual residents' complaints about a lack of functioning points in a number of microdistricts.
