# Torture in the military commissariat: officials in Uzhhorod accused of illegal detention and beating of citizens

A major scandal involving gross human rights violations has erupted at the Uzhhorod District Territorial Center for Recruitment and Social Support (TCR and SS). Law enforcement agencies have recorded facts of torture and illegal deprivation of liberty of military personnel. Officials who tied people to radiators and staircases with handcuffs have already received official suspicions from the investigation.

Information about the resonant case came from the Commissioner of the Verkhovna Rada for Human Rights, Dmytro Lubinets, and the Office of the Prosecutor General of Ukraine. As a result of a monitoring visit to the Uzhhorod military commissariat, where signs of cruel treatment were identified, materials were transferred to law enforcement agencies. At present, the first procedural decisions have been made.

### Suspicions and arrests

On June 4, 2026, the acting head of the Uzhhorod TCR and SS, as well as the head of the military accounting group, were officially notified of suspicion. They are accused of exceeding their official powers and illegally depriving citizens of their liberty.

Separately, the TCR instructor is charged with torture. This refers to the illegal detention of people and the use of physical violence against them. All suspects in the case have been detained, and the issue of choosing preventive measures is currently being resolved. Prosecutors have already filed a petition with the court to detain the suspects.

According to Ombudsman Dmytro Lubinets, the position of the authorities is unambiguous: accountability must be inevitable for everyone, regardless of position or status. "TCR and SS cannot and must not turn into a space beyond the law," he emphasized.

### Investigation details: from 1 to 48 days

The investigation has established shocking details of what happened. According to the prosecution, between February and April 2026, 21 military personnel were held without legal grounds in the premises of a temporary mobilization point.

The conscription of these citizens was canceled after military units refused to accept them for service. Despite this, officials did not let people go home. The term of illegal detention varied from one day to 48 days.

Law enforcement officers documented the fact of torture of one of the detained men. The instructor of the collection point used physical violence against the military personnel, after which he handcuffed him to the stairs and left him in this state until the next morning.

### Expansion of the inspection

At the initiative of the representative of the Ombudsman, Andriy Kryukov, an inspection was launched against the officials of the Zakarpattia Regional TCR and SS. The version is being checked that they might have known about the crimes but did not take measures to stop them.

In addition, questions arose regarding the OK "West" commission, which conducted an internal investigation and did not reflect obvious violations in its conclusions. Investigators questioned the victims and witnesses, seized recordings from police body cameras and service documentation.

### Context: a series of scandals in military commissariats

The Uzhhorod incident is taking place against the backdrop of a series of high-profile scandals related to corruption and abuse in the TCR system of Ukraine. Recently, law enforcement officers have been conducting large-scale operations against officials of military commissariats.

In particular, on May 15, searches were conducted at the Uzhhorod District TCR. Investigative actions, which the SBU and National Police also organized at the residences of two former employees of the institution, concerned the case of the probable sale of summons.

In early May, the police organized a large-scale special operation, carrying out 44 searches of TCR officials in 16 regions of the country. The suspects were found to have illegal enrichment and assets hidden in declarations totaling almost 92 million hryvnias. Also seized were elite Tesla cars, motorcycles, and significant amounts of cash.

Another resonant incident occurred in Odesa in April. There, eight representatives of the TCR and one district police officer were detained with pursuit and shooting. Employees of the Perysyptske military commissariat were caught red-handed during the extortion of a bribe of $50,000.
