TSMC, the Taiwanese global leader in semiconductor manufacturing, is entering a new phase of development for its European infrastructure. While plans to expand capacity in the US and in the company's home country are already widely known, the project in Germany is in its earliest stages of implementation. Currently, in Dresden, the company has begun recruiting staff for the plant under construction, which will become a key link in chip supplies for the European industry.

### From 100 to 2,000 Employees: Workforce Plan

According to Handelsblatt, TSMC's current workforce in Dresden numbers no more than 100 people. A significant portion of this team — 40 employees — is on a long-term assignment from Taiwan, ensuring the launch and organization of processes. However, the scale of the project implies a radical change in the situation in the coming years.

After the completion of the plant construction, the number of employees is expected to grow to 2,000. This testifies to the seriousness of the Taiwanese giant's intentions to establish itself in Europe and create a full-fledged production hub.

### Construction Stages and Production Launch

Construction work on the site in Dresden began on August 20, 2024. At present, there is uneven readiness of the facilities: administrative offices demonstrate a high degree of readiness, with interior finishing already underway. Meanwhile, in the production buildings, equipment installation will begin only in a year.

The joint venture ESMC (European Semiconductor Manufacturing Company) plans to start full-scale production in 2029. The shareholders of this JV are leading European technology companies — Bosch, Infineon, and NXP. Their interest is understandable: they are counting on receiving products from the new plant in the future.

### Technologies and Investments

€10 billion was allocated for the construction of the Dresden plant. Half of this amount was provided by the German government in the form of subsidies, highlighting the strategic importance of the project for the German and EU economies.

In the context of TSMC's global business scale, the Dresden site is not the largest or most technologically advanced. This year, the company's capital expenditures worldwide will range from $52 to $56 billion, and 12 new facilities will be built. In Dresden, the company will focus on producing chips using technologies in the range of 28 to 12 nm.

These parameters fully meet the needs of the European automotive industry, which will become the main consumer of local products. Thus, the plant in Dresden is intended to cover a critically important segment of the microchip market for the automotive industry, ensuring independence and supply stability in the region.
