# Tu-214 at a Dead End: Why Transferring the Program to 'Yakovlev' Won't Save the Project from Failure

The project for the Russian passenger aircraft Tu-214 has once again found itself at the center of intense debate. Analysts from 'Technosphere of Russia' have delivered a harsh verdict: simply transferring the program to the management of JSC 'Yakovlev' will not solve the accumulated problems. Experts are convinced that saving the project requires not just a change of signage, but radical personnel changes at the Kazan Aircraft Production Association (KAPO).

### Production Deadlock

Currently, KAPO remains the only enterprise in the country possessing the full set of equipment and competencies for the mass assembly of the Tu-214. According to specialists, any attempts to relocate production or deep restructuring of the organization will only delay the project's implementation. Furthermore, there is a serious concern that the Tu-214 program is not a priority for 'Yakovlev'.

The situation in the industry is described with a sharp metaphor: 'Simply handing everything over to Yakovlev will change nothing. For them, the Tu-214 is like a suitcase without a handle.' Experts emphasize that without solving the company's internal problems, a change in management structure will not yield significant results.

### Management Crisis

The main obstacle to the project's development lies not in technical infrastructure, but in issues of financial discipline, interaction with suppliers, and management efficiency. In the opinion of analysts, the key to overcoming the crisis is a change in leadership.

The new head of the project needs not only an engineering background but also expert knowledge in production organization. Critically important skills include the ability to build dialogue with suppliers, airlines, and personnel. 'This person can be an engineer or a pilot, but the most important thing is the ability to interact with partners and a thorough understanding of the company's activities,' analysts summarize.

### The Personality Factor

In the context of the discussion about the project's future, special attention is paid to the figure of Yuri Abrosimov. Since January 2026, he has held the position of Acting General Director of the Kazan Aircraft Plant, however, he lacks experience in aircraft design.

According to assessments, for the success of the program, strong management skills are more important than narrow technical qualifications. The ability to build an effective business becomes the key factor for the future of the Tu-214. Analysts believe that precisely this approach will allow accelerating production and solving organizational problems without large-scale restructuring that would be detrimental to timelines.

### Strategic Significance

The Tu-214 remains one of the key passenger aircraft of domestic production. Any decision regarding the management of the program directly affects the prospects of import substitution and the development of Russian civil aviation. The possibility of sustainable mass production in the coming years largely depends on how effectively management and interaction with industry are organized.
