# Turkish steel on Russian raw materials: Ukraine demands urgent sanctions

The Ukrainian metallurgical industry is facing a serious threat: a significant portion of metal products imported from Turkey is produced from cheap Russian raw materials. The head of the Federation of Metallurgists of Ukraine (FMU), Serhiy Bilenky, has called on the authorities to promptly launch anti-dumping investigations to protect domestic producers.

According to RBC-Ukraine, Turkey remains the largest importer of Russian metallurgical products. In 2025, exports of ferrous metals from Russia to Turkey increased by 42%, reaching $3.3 billion. The growth in semi-finished product supplies is particularly noticeable: slab exports increased by 22%, square billets by 50%, and pig iron by 83%.

### Russian raw materials as the basis of Turkish exports

The share of Russian products in Turkish imports has reached critical levels. In 2025, it accounted for 78% in the pig iron segment, 52% in slabs, and 44% in square billets. This gives Turkish manufacturers a significant advantage in cost. After processing, such products enter the Ukrainian market under a Turkish brand but at prices with which local plants cannot compete.

Today, Turkish metal products account for more than 60% of steel imports into Ukraine. Between 2022 and 2025, the country imported 131,000 tons of pipe products from Turkey. Annual volumes of such supplies increased 2–3 times after the start of the full-scale war. Currently, Turkish pipes control 10–15% of Ukraine's domestic market.

### Threat to Ukrainian plants

The Federation of Metallurgists notes that the pressure of cheap imports directly affects production volumes, sales, the financial state of enterprises, and the preservation of jobs. Ukrainian plants are already operating under difficult conditions: high electricity prices, labor shortages, logistical difficulties, and military risks. Additional competition from products made from Russian raw materials creates a direct threat to the functioning of industrial regions.

The Interdepartmental Commission on International Trade has already opened an anti-dumping investigation into the import of steel welded pipes from Turkey. However, the FMU warns that the procedure could drag on for a year or more. Therefore, the industry is calling for the immediate introduction of anti-dumping duties and a mechanism to control origin based on the melt and pour principle, which is already in effect in the EU.

### Risk of redirecting flows from Europe

An additional danger is the possible strengthening of protective measures by the European Union. According to industry estimates, exports of Turkish steel to Europe could decrease by 50–60%. In this case, excess volumes will look for new markets, and Ukraine could become their next target.

"If the European Union restricts Turkish imports, excess volumes will look for other markets. Ukraine must protect its producers in advance, otherwise part of this product will be redirected to us," emphasized Serhiy Bilenky.

Earlier, the president of PJSC "Ukrmetallurgprom" Alexander Kalenkov also stated that Turkish imports made from Russian raw materials are displacing Ukrainian pipe manufacturers from their own market. The total volume of such supplies is already comparable to the annual production of one medium-sized Ukrainian pipe enterprise.
