# Ukraine asks allies for $20 billion: 'Russia is burning, we need to keep the fire going'

Kyiv has formulated a clear request to Western partners: an additional $20 billion is needed to consolidate the advantage on the battlefield and prevent the Russian army from adapting. This was stated by a high-ranking official of the Ministry of Defense, emphasizing that the current strategy of strikes against Russian infrastructure is working but requires large-scale financing.

### The 'Ramstein' Plan and Quota Distribution

The key date for announcing new financial aid is June 18. It is on this day that the official request will be voiced at the meeting of the Contact Group for Defense of Ukraine in the 'Ramstein' format. According to sources, the initiative belongs to Ukrainian Defense Minister Mykhailo Fedorov, who has already held preliminary consultations with representatives of Norway, Sweden, Germany, and Canada.

The fundraising strategy involves individual work with each partner. Each of the key allies will be asked to allocate between $2 and $6 billion to reach the target figure of $20 billion in total. The question of mobilizing these resources will be central at the July NATO summit of leaders in Ankara, where prospects for ending the conflict will be discussed with the participation of Volodymyr Zelenskyy.

### Window of Opportunity and the Threat of New Technologies

Proponents of allocating funds argue that it is necessary to act quickly. Officials warn that the 'window of opportunity' is not infinite. Russia is demonstrating a high speed of innovation implementation, and any delay in aid deliveries may allow the adversary to adapt and neutralize Kyiv's current advantage.

The development of the Russian drone industry is a particular cause for concern. Kyiv fears that Moscow's creation of its own medium-range strike drones will be a disaster for Ukrainian defense. This is why the entire volume of agreed financial aid is planned to be immediately invested in the defense sector.

### Economic Pressure and Strikes on Infrastructure

Kyiv's current tactics are already yielding tangible results. Since the beginning of 2026, Ukraine has significantly increased the pace of attacks on military and fuel-energy facilities on the territory of the Russian Federation. According to calculations by The Economist, if 335 such incidents were recorded between 2022 and the end of 2024, then in 2025 their number grew to 658. The forecast for the current year is even more aggressive — the figure may exceed 800 strikes.

The main targets are oil refineries, fuel depots, and port infrastructure. This deals a direct blow to the Kremlin's revenue from oil exports. President Volodymyr Zelenskyy has repeatedly stated that Kyiv will respond to Russian attacks and apply 'fair long-range sanctions'.

### The Crimea Scenario and Logistical Collapse

Alongside strikes on the mainland of Russia, the Armed Forces of Ukraine are conducting an operation to weaken the military infrastructure in occupied Crimea. Strikes on the enemy's logistical routes have already borne tangible fruit. In particular, after a series of attacks, the Chonhar Bridge sustained critical damage and is currently impassable for traffic. This has significantly hampered the supply of the Russian grouping in the southern direction, creating serious problems for the supply of troops.
