One such solution could be the controlled export of part of the surplus natural gas. According to experts, this measure will allow companies to obtain additional funds to restore damaged facilities and drill new wells. ### Gas surplus and falling consumption The situation in the Ukrainian gas market has undergone radical changes since the start of the full-scale invasion. Commercial gas consumption is now almost half of what it was before the war. At the same time, private production not only covers the needs of this segment but sometimes exceeds them. As a result, about 12.85 billion cubic meters of gas have accumulated in underground storage facilities β€” more than last year. However, gas production enterprises continue to operate under Russian strikes. Infrastructure requires significant investment in repair and modernization, as well as new drilling to maintain production volumes. ### Export mechanism: rules and restrictions The draft resolution of the Cabinet of Ministers of Ukraine provides for strict control over gas exports. The monthly limit must not exceed 15% of the actual production of the previous month. This guarantees that the domestic market will remain protected. Gas will be sold exclusively through specialized exchange trading. Export will be carried out only by approved companies that have received the appropriate license. Unused volumes will not be carried over to the next month β€” this excludes the possibility of accumulating quotas. The state reserves the right to immediately stop exports in case of threats to energy security. Such a mechanism ensures a balance between the commercial interests of companies and national security. ### Expert opinion: logic and prospects Viktor Trokhymets, Vice President for Energy Issues of the Ukrainian National Committee of the International Chamber of Commerce (ICC Ukraine), emphasizes the simplicity of the proposal's logic: "If part of the surplus gas can be exported, companies will receive additional resources for repairing damaged infrastructure, new drilling, and supporting production". In his words, such a model deserves professional discussion, as it simultaneously protects the domestic market and gives Ukrainian gas production companies the resources to recover from Russian attacks. ### Industry status: figures and challenges Despite the current gas surplus, total production in Ukraine remains at a level approximately 26% lower than in 2021. This indicates that the industry continues to recover from large-scale destruction. Investments obtained from exports could become a catalyst for accelerating this process. Thus, the proposal for controlled gas exports is not just a commercial initiative, but a strategic step aimed at strengthening the country's energy independence in wartime conditions.
