A key element of this reform is the creation of a new branch of the armed forces β€” the Joint Rapid Response Forces (JRRF). This was announced by the spokesperson of the General Staff of the AFU, Dmytro Likhovy, in a comment to RBC-Ukraine. ### A new branch of the armed forces for decisive action According to an official decree by the President of Ukraine, the JRRF are being formed within the Land Forces. This is not just an administrative change, but the creation of a separate branch of forces designed to respond operationally to threats and carry out decisive tasks on key fronts. Dmytro Likhovy emphasized that the main goal of the reform is to improve army management and increase its mobility. The new forces will become a "technological assault component," capable of acting where it is most necessary to achieve success. ### Elite of the elite: who will join the JRRF The foundation of the new branch is being laid from existing units. The JRRF will include the most combat-ready military units with proven experience in successful offensive operations. This approach allows for the preservation of morale and experience by integrating them into a single structure. A representative of the General Staff noted that the JRRF will be focused not only on results but also on maximum efficiency in terms of preserving the lives and health of Ukrainian servicemen. ### Command and implementation of the decree Command of the Joint Rapid Response Forces has been entrusted to Brigadier General Dmytro Voloshyn. Likhovy characterized him as an officer and commander of a new generation, who has already proven himself as the commander of the 8th Air Assault Corps (AAC). According to the spokesperson, Voloshyn is respected by both colleagues and subordinates. The legal basis for the creation of the JRRF was laid by a decree of President Volodymyr Zelenskyy, signed on July 10. The document obliged the government, the Commander-in-Chief of the AFU, and the General Staff to implement measures to form the new forces. Against this backdrop, the head of state announced a general transformation of the country's assault forces, indicating the scale of the planned changes in military doctrine.
