# Digital Front: How Ukraine Created a Separate Center for AI Implementation in the Army

Ukraine has officially moved to systematically implement artificial intelligence into its military structure. The country's Ministry of Defense confirmed the launch of a specialized unit — Defense AI Center A1. This is not just another IT team, but a central body designed to consolidate disparate developments and deploy machine learning algorithms at all levels of command.

### From Chaos to System: Who Manages Digitization

Before the creation of Center A1, defense IT developments were conducted in a fragmented manner. Modules for target recognition, navigation, and coordination were created by isolated groups of volunteers and private contractors. While this approach allowed for rapid prototyping, it complicated unification and compatibility.

The new agency takes on the role of a system integrator. Its task is to standardize solutions, verify them for cybersecurity, and integrate them into existing management circuits. The center's staff is 90% composed of specialized IT engineers and data analysis specialists (Data Scientists). Leadership has been entrusted to Danylo Tsvok, former Director of the AI Department at the Ministry of Digital Transformation, while the position of Chief Technology Officer (CTO) was taken by Dmytro Ovcharenko.

### Architecture of the Military Ecosystem

To avoid duplication of functions, a strict interaction matrix has been approved in the defense sector. The ecosystem is divided into three key components, each performing its own function:

- **Brave1 Cluster:** Acts as a state incubator. Its task is to identify promising startups, allocate grants, provide testing grounds, and legally codify innovations.

- **DELTA System:** Serves as the information environment. It is responsible for collecting, aggregating, and visualizing raw data streams, including aerial photography, radar data, and satellite imagery.

- **Defense AI Center A1:** Is the algorithmic core. The center develops AI modules that connect to the DELTA system for automated analysis and threat classification.

Software solutions created by the center are adapted for use at all levels of the command vertical — from tactical terminals of squad commanders to strategic situational analysis systems of the General Staff.

### Combat Algorithms and Administrative Automation

The strategy of Center A1 is built around two main directions: combat and administrative.

In the combat segment, priority is given to the creation of machine vision algorithms. The key goal is to ensure the operation of terminal guidance systems for loitering munitions under conditions of electronic warfare. Additionally, solutions are being developed for managing autonomous firing points and ground robotic complexes.

The administrative vector is aimed at optimizing internal processes within the Ministry of Defense. Specialists are creating specialized large language models (LLM) for the automatic audit of logistics chains, processing of regulatory acts, and asset accounting. The implementation of these tools is intended to reduce the burden on the officer corps related to paper documentation and accelerate the generation of internal reporting.

### Security and Scaling

The activities of Defense AI Center A1 are regulated by internal directives of the Ministry of Defense of Ukraine in the field of digitization. All developed prototypes undergo a mandatory cycle of verification and testing in active military units. Only after successful trials is a decision made on the serial scaling of solutions. The implementation of AI technologies is carried out in compliance with strict state secrecy requirements and cybersecurity standards adopted for the protection of distributed military information systems.
