# Digital Control and Remote Inspections: How the Compensation System for Destroyed Housing in Ukraine Will Change

Ukrainian authorities are revising their approach to social support for citizens affected by military hostilities. The Cabinet of Ministers has announced the introduction of new mechanisms designed to simplify the procedure for confirming housing destruction and increase the transparency of state fund distribution. This was announced by Prime Minister Yulia Sviridenko.

### Remote Inspections Instead of Paperwork

One of the key problems for many citizens whose homes were damaged or destroyed remained the complex process of gathering documents to receive assistance. The government intends to eliminate this barrier by introducing the possibility of using remote inspection reports. Now, confirmation of the fact of destruction or damage to real estate can be conducted remotely, which significantly accelerates access to compensation.

"We are expanding the possibilities for confirming the fact of destruction or damage to housing. Now, a remote inspection report can be used for this," Yulia Sviridenko emphasized in her statement.

### Transparency Through Personal Accounts

Alongside the simplification of document submission, the government is strengthening control over the appointment of payments. The goal of the reform is to create an open system where every citizen can independently track the status of their applications. All necessary information will be aggregated in personal accounts on the Pension Fund of Ukraine (PFU) platform.

The new system will provide users with access to the following data:

- Status of compensation appointment;

- Detailed reasons for refusal of payments (if any occurred);

- Calculated amount of the eligible sum;

- History of already accrued payments.

According to the Prime Minister, such measures will make the compensation system maximally transparent and understandable for the population.

### Support for Evacuation Points and Housing Vouchers

Social support measures cover not only owners of destroyed housing but also the infrastructure for receiving internally displaced persons (IDPs). The Cabinet of Ministers has already approved the procedure for compensating utility expenses for evacuation points. The mechanism applies to owners or tenants of assembly and transit centers where people stay temporarily before further resettlement.

In addition, as of May 1, a program for reserving funds for housing vouchers through the "Diia" app has launched in the country. As part of the "eRestoration" project, residents of occupied territories have received the opportunity to reserve up to 2 million hryvnias for the purchase of new housing. The right to priority reservation of funds has been granted to combat veterans and persons with disabilities resulting from the war.
