## Key Points

- The DPA is awaiting approved TTS for several items and is working on postponing deliveries to early 2027
- For new products undergoing codification, a suspended advance condition is applied
- The transition to TTS procurement expands competition and is being applied on this scale for the first time
- In August 2026, the market warned of delivery disruption risks due to a tender pause; the DPA reported 25 conducted tenders for the year

Ukraine's Defence Procurement Agency (DPA) is awaiting approved tactical-technical specifications (TTS) for several weaponry and equipment items and, together with the Ministry of Defence and the General Staff, is working to ensure that deliveries for these items can be postponed to early 2027. This was reported in October 2026 by RBC-Ukraine in an article dedicated to the current procurement nomenclature for the military. As of the current moment, several items remain on the list for which TTS have not yet been approved, and it is these items that form the "tail" of the procurement plan that the agency is trying to close in the shortest possible time.

### New Model: Competition by TTS Instead of Direct Contracts

The DPA emphasizes that the transition to procurement based on approved TTS expands competition in the defence supply market, attracts a larger number of manufacturers, and ensures a more efficient use of budgetary funds. Within this model, manufacturers compete not only on price, but also on product quality, production capacities, and delivery times. Acting DPA Head Artem Romaniukov noted that for the absolute majority of nomenclatures — drones, unguided rockets, and other items — this approach is being applied in Ukraine for the first time and, according to him, for the first time globally, making the process complex and requiring close interaction between the agency, the General Staff, and the Ministry of Defence.

### Codification and Suspended Advance Condition

For new products that are still undergoing the codification procedure, the agency applies a so-called suspended advance condition: the advance payment to the contractor is made only after the codification of the product is completed. This decision is due to the fact that obtaining a certificate of conformity for a product that does not yet have an approved regulatory status is extremely difficult. The DPA, together with the Ministry of Defence, is working on amending the regulatory framework so that this model operates more efficiently and does not create additional barriers for manufacturers developing new models.

### Regulatory Framework: CMU Resolution No. 1275

According to Cabinet of Ministers Resolution No. 1275, when concluding contracts for unmanned systems and tactical-level electronic warfare equipment, Ukrainian manufacturers are required to provide one of three documents: a certificate of conformity to standards or technical specifications, an extract from the catalog of supply items, or a joint departmental testing act with a positive conclusion. Thus, the requirements can be met through codification, joint testing, or obtaining a certificate. The agency notes that conformity assessment bodies are already operating on the market, a number of manufacturers have provided the necessary documents, and on this basis, the DPA has concluded its first contracts under the new model.

### Procurement Predictability as a Key Challenge

One of the systemic challenges cited within the agency itself is procurement predictability: the needs of the military, funding volumes, enterprise production capacities, and procurement plans must be maximally synchronized. Without such synchronization, the DPA estimates, the risk of disrupting delivery schedules and losing production capacities that cannot wait indefinitely for TTS confirmation increases. Therefore, the agency relies on the early involvement of the General Staff in the process of approving characteristics and on transparent communication with manufacturers.

### Context: Market Warnings and Transparency Issues

In mid-August 2026, Ihor Fedirko, executive director of the Armaments Council, publicly warned of the risk of delivery disruptions due to a pause in tender contracting, pointing out that the DPA could not announce tenders without approved TTS. The next day, he reported that the Ministry of Defence had approved the overwhelming majority of characteristics that the market had been waiting for months and handed them over to launch procurements. The agency itself at the time denied accusations of inaction, stating that 25 tenders had already been conducted in 2026. On August 28, RBC-Ukraine also reported that manufacturers were pointing to corruption risks in weaponry tenders: according to an agency source, on August 20, the DPA sent out a request for commercial proposals for 52 fiber-optic drone lots outside the Prozorro system, and part of the TTS in this request was undefined. Yuriy Gudymenko, head of the Public Anti-Corruption Council under the Ministry of Defence, stated that there is no direct evidence of tenders being written for specific participants, but there are signs of instability in the process. These episodes form the background against which the DPA is now rebuilding a transparent and predictable procurement model.

## FAQ

### What is the suspended advance condition in DPA contracts?

This is a condition where the advance payment to the contractor is paid not immediately after signing the contract, but only after the codification of the new product is completed. It applies to products that do not yet have an approved regulatory status and cannot obtain a certificate of conformity.

### What documents must a Ukrainian manufacturer provide under CMU Resolution No. 1275?

One of three: a certificate of conformity to standards or technical specifications, an extract from the catalog of supply items, or a joint departmental testing act with a positive conclusion.

### How many tenders did the DPA conduct in 2026?

According to agency representatives, 25 tenders were conducted in 2026.

### Why are some deliveries being postponed to 2027?

For several items in the procurement list, tactical-technical specifications (TTS) have not yet been approved. The DPA, together with the Ministry of Defence and the General Staff, is working on their approval so that deliveries can begin in early 2027.
