# Gas Maneuver: Ukraine Considers Targeted Natural Gas Exports

Ukraine may alter its current gas strategy by permitting the export of natural gas, albeit with strict limitations. The discussion centers on supplying small volumes for short periods. The key condition for any such move will be the guarantee that the country's domestic needs are fully met.

This was reported by RBC-Ukraine, citing a statement by Andrian Prokip, Director of Energy Programs at the Ukrainian Institute of the Future. The expert noted that the current market conditions make selling part of the resource abroad economically viable.

### Economics vs. Security

Rising prices in the European market create incentives for Ukrainian companies. However, according to Prokip, the decision to export gas cannot be a one-off or long-term one. It must be made under operational regulation—weekly, every ten days, or twice a month.

"That is, we can also determine in the mode of operational regulation for each period, whether it is a week or a ten-day period, whether to make the decision: can we afford to export or not, and what volume," the expert explained.

It is important to note that this does not refer to free or unlimited exports. The process must be strictly controlled. Key market players are planned to be involved in determining the permitted volumes: the Ministry of Energy, "Naftogaz", the GTS Operator, and the exchange. This approach will allow for the synchronization of data on reserves, consumer needs, and the current state of the energy system.

### Financing Reconstruction

Andrian Prokip highlighted two possible scenarios for Ukraine's behavior in the gas market: either accumulating maximum reserves regardless of price, or selling surpluses during periods of peak prices. The second option, according to the expert, becomes critically important given the ongoing Russian attacks on energy infrastructure.

"Because we are watching, I don't know how others are watching or not, but we have four to five days in a row of shelling of infrastructure, and it also needs to be repaired," Prokip emphasized.

Selling gas during moments of high prices could become a source of funds to support the industry and finance reconstruction work after strikes.

### Current Reserves and Prospects

At the moment, Ukraine is demonstrating success in filling underground storage facilities. In the second half of July, about 13 billion cubic meters of gas were stored in them — this is more than 40% more than in the same period last year. According to government estimates, by the beginning of November, the volume of accumulated resources may exceed 15 billion cubic meters, which should be sufficient for a comfortable heating season.

Recall that at the beginning of the full-scale invasion in 2022, the Cabinet of Ministers of Ukraine introduced zero quotas on the export of natural gas of Ukrainian origin. However, earlier, the publication ExPro, citing sources, reported that the discussed export mechanism could provide gas production companies with the opportunity to export up to 15% of their own production.
