# Personnel purge and audit: Zelenskyy and Koretsky launch a large-scale government reform in Ukraine

The Ukrainian government is entering a period of serious structural changes. President Volodymyr Zelenskyy and Prime Minister Serhiy Koretsky have defined new development vectors for the Cabinet of Ministers, which will affect both personnel policy and the mechanisms of agency operations. The main task for the immediate future is the strict verification of ministry activities and the acceleration of regional resilience plans.

### Audit of ministries and personnel reshuffles

Following a meeting with the head of the government, Volodymyr Zelenskyy confirmed that approaches to state management are changing. The current priority is the honest recording of real results of work at the local level. The President emphasized that by the beginning of August, it is necessary to maximize the acceleration of the implementation of resilience plans for regions and communities.

Prime Minister Serhiy Koretsky announced specific deadlines and measures. By July 27, proposals for conducting an analysis of all ministries must be prepared. The State Audit Service may be involved for an objective assessment of the situation. The goal of the inspection will be to verify the implementation of state budget programs and the realization of restoration plans.

### Optimization of auxiliary bodies

In addition to checking ministries, the government has decided to conduct a review of auxiliary structures. Each ministry is obliged to submit proposals for updating commissions, committees, working groups, and coordination centers within a two-week period. There are three possible scenarios for such bodies:

- Updating the composition of participants;

- Reformatting activities;

- Liquidation in case of further work being inexpedient.

### Restoration and defense potential

Zelenskyy also heard the Prime Minister's report on the liquidation of the consequences of Russian shelling. Special attention was paid to tasks in the Odesa, Dnipro, and Kharkiv regions. The head of state noted the importance of working with international partners to guarantee Ukraine's financial stability, as well as accelerating the production and delivery of necessary weapons.

Koretsky, together with his team, is preparing an official program of activities for the new government, which will be presented in the near future. Previously, the Prime Minister stated that the main priority would be the full provision of the needs of the Defense Forces and the large-scale expansion of the potential of the domestic defense industry.

### International context

The reform of the government apparatus is taking place against the backdrop of active interaction with partners. Thus, on July 20, the President of the European Commission, Ursula von der Leyen, had a conversation with Serhiy Koretsky, noting that the communication went "well". This indicates that new approaches to management are supported at the international level, which is critically important in current conditions.
