# Ukraine introduces 'special procedures' for Russians: Minister Sybiga on the border after the war

Ukrainian authorities have officially stated that strict control at the border with Russia will be maintained even after the end of active hostilities. Citizens of the Russian Federation will be subject to 'special restrictive procedures' for entry, as the aggressor state is still considered a source of threat to national security.

This was stated by the Minister of Foreign Affairs of Ukraine, Andriy Sybiga, during a joint press conference with the Head of the Ministry of Foreign Affairs of Slovakia, Juraj Blanar. According to the diplomat, there are no plans to relax the border regime, as the risks remain relevant.

### 'Hostile country': Kyiv's position

Andriy Sybiga emphasized that for Ukraine, Russia remains a hostile state. At the moment, citizens of the Russian Federation do not have the opportunity to enter the country without hindrance. Entry requires obtaining a special permit or visa, as well as mandatory verification and filtering by Ukrainian security services.

Answering journalists' questions about the possible risks of mass migration of Russians after the end of the war, the minister stated that he does not currently see such a threat. He assured that strict security measures will remain in place in the future. Special restrictive procedures that will be applied to citizens of the Russian Federation are being developed and implemented right now.

### European trend towards strengthening borders

Kyiv's decision fits into the general picture of strengthening security measures in Europe, caused by the Kremlin's aggressive policy. Recently, a number of countries on the continent have reviewed their approaches to defense and migration.

In particular, Germany presented its first-ever military strategy, in which Russia is officially recognized as the main threat to security in Europe. Berlin's new concept provides for the creation of a powerful conventional army. According to the plan, no less than 460,000 German soldiers must be in constant readiness to repel possible aggression.

The Baltic states are moving towards the practical strengthening of their borders. Latvia has begun the construction of the Baltic Line of Defense, installing anti-tank ditches and 'dragon's teeth' along the entire border with the Russian Federation.

### Situation in the north and information war

Strict restrictions are also in place in northern Europe. Finland keeps its checkpoints closed. The border with Russia will only be opened after receiving clear guarantees from Moscow about stopping the use of illegal migrants as a hybrid weapon.

At the same time, Russia is trying to create propaganda triggers around the border regime. In Moscow, they began talking about the alleged need to open a checkpoint with Ukraine for 'reuniting families'. The official motive is the inability of Russian citizens to leave through third countries due to expired foreign passports. However, Ukrainian authorities insist on the priority of security over humanitarian arguments in the current geopolitical conditions.
