# The Paradox of the Ukrainian Labor Market in 2026: Why 110,000 Job Vacancies Remain Unfilled

The Ukrainian labor market in the first half of 2026 presents a complex picture: on one hand, there is an acute shortage of personnel, and on the other, thousands of people are unable to find work. According to the State Employment Service (SES), over six months, employers posted more than 240,000 vacancies. However, only 131,500 of them were filled.

### The Matching Crisis: Expectations vs. Reality

Experts believe the key problem lies in a fundamental mismatch between what employers require and what job seekers offer. 230,000 people sought assistance in employment, but not everyone managed to find a job.

The SES explicitly points to the main reason: a mismatch between the skills, qualifications, and career expectations of job seekers and the actual needs of businesses. Employers are looking for specific competencies, while many job seekers focus on other criteria or lack up-to-date knowledge.

### Education as a Solution: Retraining Statistics

Understanding the scale of the problem, the state has focused on additional education. In the first half of 2026, with the support of the SES, 37,000 people underwent training. This became one of the key areas of work for the service.

The structure of retraining looks as follows:

- Approximately 30,000 job seekers acquired new professional knowledge and skills.

- More than 20,000 people were trained directly at SES vocational education centers.

- 4,100 people received training vouchers, allowing them to master in-demand professions independently or at external centers.

### Unemployed Professions and In-Demand Personnel

Despite the general gap between supply and demand, there are niches where competition for employees is minimal. The SES notes the existence of vacancies with very high staffing rates—employers find the right people almost immediately.

At the same time, certain professions appear on the list of "eternal" vacancies that appear regularly but receive no responses from job seekers. This indicates that even with available positions, the labor market remains segmented: some sectors are overheated, while others remain completely empty.
