# The Paradox of the Ukrainian Labor Market in 2026: 240,000 Vacancies vs. 131,000 Hires

The Ukrainian labor market in the first half of 2026 is showing alarming statistics, which experts are calling a structural crisis. Despite active recruitment efforts by businesses, a significant portion of job offers remains unanswered. According to the State Employment Service, during the first six months of the current year, employers posted more than 240,000 vacancies through official services.

However, reality proved harsh: out of this impressive array of offers, only 131,500 positions were successfully filled. This means that almost half of all available positions remained unfilled, creating a labor shortage in key sectors of the economy.

### The Gap Between Expectations and Reality

The situation is exacerbated by the fact that the demand for labor from the population is also high. During the same period, 230,000 citizens applied to the agency for assistance in finding employment and were officially granted unemployed status. This creates a paradoxical picture: people are looking for work, while employers cannot find employees.

The State Employment Service explains this by a fundamental gap between the actual needs of businesses and the qualifications of job seekers. Employers require specific professional skills and experience that are lacking in a significant portion of candidates. Furthermore, career ambitions and salary expectations play an important role, often not matching market offers.

Therefore, one of the main priorities of state employment policy has become retraining. The agency is betting on increasing worker competitiveness, trying to align their skills with current economic requirements.

### Who is Needed and Who is Not in Demand

Despite the general imbalance, statistics show that certain professions are in high demand and are filled the fastest. The market demonstrates a clear hierarchy of demand, where some specialists become 'golden,' while others are forced to search for offers for months.

At the same time, there is a sad list of specialties that regularly appear in employer ads but fail to generate any interest from job seekers. No responses are received for these positions, indicating either low wages, high job complexity, or moral exhaustion of the population from certain types of activities.
