# Meters in a Trap: How Missing Calibration in Ukraine Turns Real Consumption into 'Calculated' Debts

For millions of Ukrainians, utility bills are a monthly routine where the numbers on the meter display seem like an unshakeable truth. However, behind this appearance lies a strict regulation, the violation of which can lead to financial losses. The Center for Utility Services has warned: if you do not monitor the service life of the metering device, the actual consumption of water or heat may be replaced by inflated calculated tariffs.

### Four years — the term after which the meter 'dies' legally

Ukraine operates under a strict rule: the inter-calibration interval for household meters is exactly four years. This is not a recommendation, but a technical standard. It is important to understand that the count of this period does not start from the moment the device is installed in your apartment or from the date of sealing. The count is made from the date of manufacture indicated in the technical passport, or from the date of the last official calibration.

This is where the main trap for consumers lies. Many believe that if the meter is working and showing numbers, it is operating legally. But without a valid calibration certificate issued no more than four years ago, the device legally ceases to be a means of accounting.

### What happens if you miss the calibration?

The consequences of ignoring calibration deadlines are purely financial. If the consumer fails to have the meter calibrated on time, the service provider is obliged to remove it from subscriber accounting. From this moment on, the readings of the device are no longer taken into account when calculating the payment.

Instead of real data, special algorithms are used in the calculation. As a rule, they are based on consumption standards, which often significantly exceed the actual use of resources in a specific apartment. As a result, the amount in the bill can increase several times, turning into a financial burden that does not correspond to the real situation.

### Who has the right to check the devices?

The calibration procedure is not just a visual inspection. Apartment meters can be checked exclusively by specialized and certified companies. At the same time, the law is on the side of the consumer: you have the full right to independently choose an accredited organization to carry out the work, without tying yourself to the proposals of the service provider.

The result of the inspection will be one of two documents:

    - **Calibration Certificate:** issued if the device meets all technical requirements. With this document, you can calmly continue to pay according to the actual readings for another four years.

    - **Certificate of Unfitness:** issued if the meter is worn out or does not meet standards. In this case, the device is subject to mandatory replacement with a new one.

### How to protect your interests?

Situations where utility services are billed with errors are, unfortunately, not uncommon. If you find incorrect amounts in your bill, the algorithm of action is simple: first check the submitted readings, and then in writing contact the supplier company with a request for recalculation.

Separately, it is worth noting the situation with vacant apartments. Even if no one lives in the housing, it is impossible to completely 'freeze' the accounts. You will have to pay for heating and the maintenance of the territory around the house in any case, however, some services can be suspended with the appropriate documents.
