The Ministry of Energy of Ukraine has officially commented on information that has recently been actively discussed on social media and in the media. The discussion concerns the alleged planned increase in the cost of gas and electricity, which, according to rumors, was supposed to take place starting in 2027.

Employees of the department called these statements inconsistent with reality. As RBC-Ukraine reports, citing a publication by the Ministry of Energy, there is no fixed obligation in the memorandum with the International Monetary Fund (IMF) to increase utility prices during the specified period.

### What is actually written in the memorandum

The ministry clarified that the document provides exclusively for a preparatory stage. By the end of 2026, a roadmap for the reform of the energy sector is planned to be developed. This is analytical and planning work that does not imply making decisions to change the cost of services for the population under current conditions.

The official position of the state remains unchanged: a moratorium on tariff increases continues to be in effect in Ukraine. The transition to full-fledged market pricing is possible only after the end of martial law. Thus, the document does not contain obligations to increase the cost of gas or electricity during the war.

### Social protection and subsidies

In the course of preparing the roadmap, special attention will be paid to the development of mechanisms for enhanced social protection of the population. The Ministry of Energy emphasized that these tools must be implemented before any possible changes in tariff policy.

The key areas of support will be:

    - Expansion of the housing subsidy program.

    - Implementation of targeted support for the most vulnerable households.

The department added that, as during previous reviews of the cooperation program with the IMF, the memorandum defines only possible directions for the reform of the energy sector. It was previously reported that the document considers the possibility of a gradual transition to market pricing only after the end of martial law, but at the moment, it is only about planning, not about an actual increase in prices.
