# No more running to the GP: Ukraine's Ministry of Health simplifies obtaining electronic prescriptions and sick leaves

The Ministry of Health of Ukraine has decided to change the rules for working with electronic documents in medicine. The new norms are designed to free patients from unnecessary bureaucracy and the need to visit several doctors to obtain a single document. Now, the process of issuing prescriptions and sick leave certificates will become more direct and logical.

### Allergists are now authorized to issue electronic prescriptions

One of the key changes was the expansion of the list of specialists authorized to issue electronic prescriptions under the "Accessible Medicines" reimbursement program. Doctors-allergists, including pediatricians, have been officially included in this list.

Previously, patients undergoing treatment with a specialist allergist often faced the need to visit a family doctor again just to have them issue a prescription for necessary medications. This applied to drugs for treating chronic lower respiratory tract diseases, as well as a number of metabolic, autoimmune, and inflammatory diseases.

With the introduction of these innovations, the situation has changed: now during a consultation with an allergist, the patient immediately receives an electronic prescription. The Ministry of Health emphasizes that referring a patient to a family doctor solely to issue a prescription after consulting a specialist is considered unreasonable and does not comply with legal requirements.

### Sick leave can now be obtained in the emergency room

Significant changes also affected the issuance of medical certificates of temporary disability. Doctors of emergency and urgent care departments have been granted the right to independently generate electronic sick leave certificates.

This innovation significantly simplifies life for people who seek medical help for injuries or acute illnesses. If the patient's condition temporarily deprives them of the ability to work, the necessary document can be obtained immediately during first aid. There is no longer a need to spend time making appointments with other doctors just to formalize a sick leave.

### Adjustments in oncology and nuclear medicine

The Ministry of Health has also updated the list of specialties whose representatives can issue certificates of temporary disability for patients with oncological diseases. The specialty "Nuclear Medicine" has been added to the list.

In addition, a change was made to the name of the specialty "Radiation Therapy", which has been replaced with the current one — "Radiation Oncology". Thanks to these adjustments, patients will be able to receive necessary documents directly from their attending physician who conducts their treatment and follow-up, without unnecessary referrals.

### The principle of "Treating physician is the issuing physician"

The Ministry of Health explained the logic of the changes: electronic prescriptions, referrals, and medical certificates must be issued by the specialist who directly provides medical care and establishes indications for treatment.

The healthcare system is moving towards a model where the patient receives all necessary documents from the doctor who knows their diagnosis and medical history, rather than from an administrative link in the form of a GP, whom they had to visit just for a signature.

### Financial aspects of sick leave in Ukraine

In addition to simplifying issuance procedures, the issue of the amount of payments for sick leave certificates remains relevant. In Ukraine, there is a category of citizens guaranteed payments in the amount of 100% of the average salary. These include:

- employees with more than 8 years of insurance experience;

- veterans of the war;

- victims of the Chernobyl disaster;

- family members of deceased defenders;

- employees of the Diia.City project.

Also, 100% payments are guaranteed in the event of industrial accidents, occupational diseases, or maternity leave — regardless of work experience.

From January 1, 2026, the country plans to increase the maximum amounts of sick leave and maternity benefits. For employees with less than six months of insurance experience, the maximum sick pay will be 284.07 UAH per day, and maternity benefits — 568.13 UAH per day.
