Foreign Minister Andriy Sybiha officially confirmed that Kyiv is actively negotiating with international partners to obtain licenses for the production of Patriot surface-to-air missile systems (SAM). This was announced during a briefing on the sidelines of the NATO summit in Ankara. For the Ukrainian side, the licensing issue has moved from the hypothetical to the status of real negotiations. According to the head of the Ministry of Foreign Affairs, this is a strategically important step that will allow the country not just to receive aid, but to independently and rapidly expand its anti-ballistic capabilities. ### From Import to Domestic Production Andriy Sybiha emphasized that obtaining technology will be the most effective way to strengthen defense. The minister noted that Ukraine is ready to quickly implement, produce, and apply new systems, as well as improve them based on advanced technologies shared by partners. "The priority is specifically anti-ballistic weaponry or equipment. At the same time, we are also talking about licenses in other areas, as everything must serve defense," Sybiha stated. Kyiv is working on strengthening air defense along several vectors simultaneously. In particular, negotiations are underway with European states that have stocks of anti-ballistic missiles in their warehouses. Ukraine uses various communication channels and formats of interaction with each country, as well as actively seeking partners outside of Europe. ### Diplomatic Lobbying and Ammunition Shortages During the negotiations, lobbying countries play an important role. According to Sybiha, there are support groups that help Ukraine interact with third countries to obtain necessary decisions. Special attention is paid to expanding domestic production capacities. Talks have already taken place between the President of Ukraine and leaders of countries capable of accelerating the process of finalizing the creation of a national air defense system with anti-ballistic capabilities. The relevance of these steps is dictated by the critical situation with ammunition. The Air Force of the Armed Forces of Ukraine previously reported a shortage of missiles for Patriot, NASAMS, and IRIS-T systems. In some units, ammunition stocks are practically exhausted. Advisor to the Minister of Defense Serhiy "Flash" Besskrystnov confirmed that currently, Ukraine effectively has no missiles to intercept Russian ballistic targets. The complexity of the situation is exacerbated by the fact that countries bordering Russia themselves assess the threat from its side as high and are not ready to transfer their stocks. Among such states is, in particular, Germany. Nevertheless, Ukraine continues to request missiles for Patriot in 40 countries, offering in exchange future supplies contracted for Ukraine. ### International Support and New Projects Despite the difficulties, support from allies is strengthening. President Volodymyr Zelenskyy stated that during a meeting with US President Donald Trump at the summit in Turkey, one of the main issues would be strengthening Ukrainian air defense. Also, Norway allocated about 268 million euros to strengthen Ukraine's air defense; funds will be directed, in particular, to purchasing missiles for Patriot systems. Furthermore, Ukraine and Germany are developing a common air defense system to protect the entire European continent. This ambitious project aims to solve the problem of intercepting ballistic missiles, which is a deficient capability for many European countries.
