# Digital Revolution in Ukraine: Petition for Full Transition of Administrative Services to the 'Diia' App

A new initiative is gaining momentum in Ukraine, one that could radically change the interaction between citizens and the state. A petition has been registered on the Cabinet of Ministers' website proposing a massive expansion of the 'State in a Smartphone' concept. The authors of the appeal call for the digitization of all administrative services that do not require the mandatory physical presence of the applicant.

### The End of the Paper Bureaucracy Era

The main goal of the initiative is the maximum digitization of state services. According to the petition authors, this will become a powerful tool for reducing bureaucratic procedures, minimizing corruption risks, and increasing the overall efficiency of the state apparatus.

The key proposal of the document is to transfer 100% of administrative services that do not require physical presence into the 'Diia' app. This should become the next logical step in the development of the country's digital ecosystem.

### Electronic Document Management and Abolishing Certificates

In addition to a convenient interface for citizens, the petition proposes the implementation of full-fledged electronic document management between all state authorities. The initiative provides for the automatic exchange of information between agencies.

The result of such integration will be the abolition of paper certificates when applying for most services. Citizens will no longer have to collect documents in one authority to provide them to another — data will be transmitted automatically.

### Salary Reform and Decentralization

The initiative goes beyond simple digitization and touches upon personnel and management issues. In particular, the author of the petition proposes to carry out a reform of the remuneration of civil servants. The level of salaries is proposed to be linked to the efficiency of work and key performance indicators (KPI) of a specific agency.

A separate point of the appeal concerns the continuation of the decentralization reform. According to the proposal, 80% of the powers for administering state services should be transferred to the level of united territorial communities. This will bring services closer to the population and accelerate decision-making.

### Petition Status and Digitization Context

Petition number 41/010146-26ep was registered on June 17, 2026. In order for the Cabinet of Ministers to be obliged to consider the appeal, it is necessary to collect 25,000 signatures. As of June 23, the document was supported by 14 citizens. There are 86 days left until the end of the signature collection.

This initiative fits into the general trend of technological renewal of public administration in Ukraine. Earlier, it became known that the State Tax Service plans to fully update the 'Electronic Taxpayer Cabinet' by the end of 2026. Artificial intelligence will be implemented in the system, which will help citizens and businesses find the necessary services and understand tax rules without unnecessary bureaucracy.

Also, the legislative authority is already working on the automation of financial processes: the Verkhovna Rada has passed a law automating debt collection. Now, after a person is entered into the Unified Register of Debtors, their ability to sell or re-register property, transport, and conduct certain financial operations will be automatically restricted.
