# Ukraine receives $3.39 billion from the World Bank: deal terms and strict restrictions on defense spending

At the sidelines of the International Conference on Ukraine's Reconstruction (URC 2026) in Gdansk, Poland, one of the year's key financial agreements was signed. The Ministry of Finance of Ukraine and the World Bank concluded a package of documents under the 'Development Policy for Employment and Private Sector Growth' program. The total amount of the package, aimed at supporting macroeconomic stability, amounted to $3.39 billion USD.

### Financing structure: loans and grants

The signed package has a complex legal architecture, divided into two independent tracks. This scheme allows for the distribution of credit risks among a pool of international donors and ensures the flow of funds into the budget.

The first track is a Development Policy Loan (DPL) for $1.04 billion. These funds are provided by the International Bank for Reconstruction and Development (IBRD). To ensure the reliability of the deal, sovereign guarantees from third countries were attracted: the United Kingdom provided guarantees for $500 million, and the Government of Japan — for $540 million through the ADVANCE Ukraine targeted fund.

The second, larger track includes non-repayable grant financing of $2.35 billion. These funds are allocated from the specialized Multilateral Donor Fund F.O.R.T.I.S., administered by World Bank structures. The receipt of this tranche is coordinated with the receipt of the first tranche of macro-financial assistance from the European Union in the amount of €3.2 billion.

### The price of money: 20 reforms and 13 laws

The allocation of such significant resources was not a gratuitous act. The provision of funds was strictly conditioned on Ukraine's implementation of the agreed Reform and Results Matrix. The Cabinet of Ministers and the Verkhovna Rada implemented 20 structural and institutional changes, which required the adoption of 13 new laws and 7 by-laws.

Reforms touched upon critically important areas for the economy and society:

- **Energy:** Regulatory integration of the Ukrainian energy market with the European ENTSO-E system has been completed.

- **Business and agriculture:** Factoring mechanisms for small and medium-sized businesses have been launched, and farmer support programs have been restructured.

- **Social sphere:** The housing policy base has been updated, programs for veteran entrepreneurship have been introduced, and a reform of preschool and vocational education has been carried out.

- **Ecology:** The system for monitoring and verifying greenhouse gas emissions has been legislatively resumed.

### Strict restrictions and risks

In accordance with the statutory regulations of the IBRD and the conditions of the F.O.R.T.I.S. fund, the funds have a strictly targeted purpose. The documents clearly state: the use of these assets for defense needs, weapons procurement, or any military components is categorically prohibited. Control over this will be carried out through regular independent audits.

The tranche is intended exclusively to cover the budget deficit, ensure salary payments to budget employees (doctors, teachers), and fulfill the state's social obligations.

World Bank specialists have warned about the seriousness of complying with these conditions. Violation of the targeted use of funds within the framework of the Development Policy Operation entails the immediate suspension of all current financing programs and the automatic cancellation of future credit limits. For Ukraine, this means that any attempts to redirect these funds to military needs will lead to a complete halt of financial support from international institutions.
