In conditions where every enemy round can cost lives and destroy infrastructure, the question of sky protection comes to the forefront. Ukrainian Defense Minister Mykhailo Fedorov announced a figure that changes the perception of the scale of Western support: more than 90% of all air defense (AD) systems arriving in the country are purchased through the PURL mechanism. This is not just statistics; it is proof that the complex logistical scheme created by allies is working like clockwork.

### The Essence of the Mechanism: Why PURL is Critical

The PURL initiative (Procurement of U.S. Weapons by Allies) allows partner countries to directly finance the purchase of weapons at American factories for transfer to Ukraine. This solution bypasses many bureaucratic and logistical dead ends, ensuring rapid access to technologies that are critically important for intercepting ballistic threats.

During a meeting with Senators Richard Blumenthal and Jim Himes, Fedorov emphasized that ballistic missiles remain the most serious challenge for Ukrainian air defense. This is why the supply of PAC-2 GEM-T and PAC-3 missiles is a priority. Without these systems, paid for by partners through PURL, the effectiveness of protecting Ukrainian cities and military facilities would be incomparably lower.

### Financial Scale and Geopolitical Context

The sums passing through this channel are impressive. According to Ihor Zhovkva, Deputy Head of the President's Office, almost $5.5 billion has already been attracted to the PURL program. This is a colossal resource that allows maintaining the combat readiness of the Defense Forces at a high level.

However, new risks are appearing on the horizon. Anxiety is growing in Europe regarding the future of the program. The war in the Middle East and the conflict in Iran are creating a strain on American arsenals, depleting stocks of high-tech weaponry. A logical question arises: will US resources be sufficient to cover all needs?

### NATO Optimism in the Face of Challenges

Despite concerns, NATO Secretary General Mark Rutte maintains a confident tone. He is convinced that the factor of the Middle East conflict will not stop the flow of weapons paid for by partners. Moreover, Rutte is confident that allies will continue to find the necessary funds to finance purchases through PURL.

For Ukraine, this means that the strategic shield created by Western partners will remain active. As Fedorov noted, cooperation with the US is not just aid, but a technological alliance aimed at ending the war from a position of strength.
